In his opening speech, Comrade Bui Thanh Son emphasized that adequate power supply is extremely important. Because it will ensure energy security for socio -economic development, attract investment, and ensure national security. Vietnam is in dire need of more power to accelerate, and needs enough power for high-tech industries such as electronic chips, semiconductor products, and high-tech science and technology development.
However, currently, many of the country's power projects that have been implemented (including wind power, solar power, thermal power, nuclear power) are at risk of being behind schedule. Therefore, all levels and sectors, especially the Industry and Trade sector, People's Committees of provinces and cities need to focus on attracting investment; enterprises need to ensure capital sources to implement power source and grid projects according to Power Plan VIII.
Carefully review and adjust the Power Plan VIII and power projects that are behind schedule, clearly identify the problems, causes, and responsibilities of the parties. At the same time, propose solutions for sectors, units, and investors that are slow to implement projects in order to speed up the construction progress of power projects, ensuring the ability to supply electricity to the country in the coming time.
According to the Ministry of Industry and Trade , the electricity supply in the first 8 months of this year basically met the actual electricity demand, ensuring electricity supply during holidays, Tet, and major and important political and cultural events of the country. However, the ability to supply electricity in the coming period will depend largely on the development of baseload power sources (coal-fired thermal power, LNG power), renewable energy sources, storage batteries, especially power sources in the Northern region.
According to the approved adjusted Power Plan VIII, 15 power source projects with a total capacity of about 1,930 MW are planned in Bac Ninh province.

Up to now, 3 projects have been approved for investment and are under construction; 2 wind power projects have had investors interested in proposing to implement the investment project; 5 onshore wind power projects have been approved by the Provincial People's Council for the list of works and projects that must reclaim land to serve the purpose of socio-economic development; procedures are being implemented to organize the selection of investors according to regulations; 5 projects are in the survey phase to assess development potential, terrain and geological conditions, project layout plans, select technical solutions and determine preliminary plans for connection to the national power system.
In the period 2025-2030, Bac Ninh province is planned to have 44 power grid projects. Of which, there are 16 transformer station projects with a total capacity of more than 11,150 MVA; 28 500 kV and 220 kV transmission line projects with a total length of about 657 km. Currently, the province has implemented 13 projects, reaching 29.5% compared to Power Plan VIII; 31 projects have not been implemented.
Currently, some power source and grid projects under Power Plan VIII deployed in Bac Ninh are facing difficulties in connection and requesting adjustments to power generation capacity.
Speaking at the conference, representatives of ministries, branches and localities clarified the difficulties and causes leading to the slow implementation of power projects. Specifically, at present, some power sources have not met the progress such as: Concentrated solar power; rooftop solar power; offshore wind power; gas power; nuclear power.
The reason is that many localities have to review and update zoning plans, general construction plans, and provincial plans before implementation; slow approval of project investment policies, and confusion or indecisiveness in bidding to select investors.
At the same time, it is necessary to specify information on planning for power projects; request the National Assembly to amend the Electricity Law and the Investment Law, especially the contents related to investment in power projects.
Concluding the conference, comrade Bui Thanh Son requested the Ministry of Industry and Trade and People's Committees of provinces and centrally run cities to direct and urge investors to speed up the progress of power projects by at least 3-6 months.
Require investors to commit to specific progress and operating time; have plans to strictly handle investors who register to develop energy projects slowly or do not implement them, affecting national energy security.
The People's Committees of provinces and centrally run cities shall proactively and closely coordinate with investors to effectively carry out site clearance and resettlement compensation according to regulations. Actively support and create favorable conditions for investors and contractors during the construction process.
For projects that do not have investors, he requested the Ministry of Industry and Trade to direct localities to immediately select investors according to the Adjusted Power Plan VIII, to be completed in the fourth quarter of 2025. Speed up the investment progress to complete as planned.
Urgently update the list of power sources and grids identified in the Adjustment of Power Plan VIII into the Provincial Plan, technical and specialized plans such as: Construction Plan, Urban Plan, Rural Plan... to organize space, as a basis for implementing investment in construction of power projects.
Projects without investors according to Power Plan VIII need to attract investment and complete in the fifth quarter of 2025.
The Ministry of Industry and Trade and the People's Committees of provinces and centrally run cities shall take full responsibility before the Government for any delay in selecting investors that affects national energy security.
