Focusing resources and solutions to ensure the growth target of 8% or more in 2025

In recent years, with the spirit of solidarity and determination of the entire political system, business community and people, the socio-economic situation of the province has achieved many positive and outstanding results. Many targets have been achieved, the economic structure has shifted in the right direction, social security has been ensured, culture and society have made much progress, the material and spiritual life of the people has been improved; rural and urban areas have been constantly renewed; political security and social order and safety have been maintained.

DETERMINED TO ACHIEVE THE TARGET OF ECONOMIC GROWTH OF 8% OR MORE

The year 2025 is of special importance - the year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year Socio-Economic Development Plan 2021 - 2025; at the same time, implementing the arrangement and streamlining of the organizational apparatus, holding Party Congresses at all levels, towards the 14th National Congress of the Party; consolidating fundamental factors, creating a premise to contribute to the successful implementation of the goals of the 10-year Socio-Economic Development Strategy 2021 - 2030 of the country. In addition, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner. Our country's economy is forecast to maintain positive growth momentum, however, there are opportunities, advantages, difficulties and challenges intertwined.

In that context, in order to successfully achieve the goal of achieving an economic growth rate of 8% or more in 2025 with the whole country, creating a solid foundation to achieve a double-digit growth rate in the period of 2026 - 2030, the Provincial People's Committee has developed a Socio-Economic Development Plan for 2025 with the following specific goals:

- Continue to prioritize promoting economic growth; focus on implementing well the mechanisms and policies of the Central and the province, creating development breakthroughs. Implement the restructuring of sectors and fields in a practical and effective manner, associated with innovation of the growth model, improving productivity and quality. Speed ​​up the completion of infrastructure projects and works, effectively exploiting new development spaces and new development drivers in addition to traditional drivers.

Focus on building high-quality human resources, especially in priority and emerging industries and sectors; strongly promote science and technology, innovation, and digital transformation. Develop culture and society closely and harmoniously with economic development; ensure social security, improve people's lives. Continue to perfect a streamlined apparatus that operates effectively and efficiently; accelerate the reduction of administrative procedures, and improve the investment and business environment.

- Some key targets for 2025 that the whole province strives to achieve are as follows: Economic growth reaches 8% or more; economic structure: Agriculture, forestry and fishery sector accounts for 35.8%, industry - construction sector accounts for 28.8%, service sector accounts for 35.4%; GRDP per capita reaches 85 - 85.5 million VND; total export turnover reaches 7 billion USD; total social development investment capital reaches 57,350 billion VND...

To thoroughly grasp and organize the implementation of Conclusion 123 dated January 24, 2025 of the Party Central Committee and Resolution 25 dated February 5, 2025 of the Government on ensuring the national growth target of 8% or more in 2025, Tien Giang province promptly issued and specified documents directing all levels, sectors and localities to implement, as follows:

- The Provincial Party Committee issued Official Dispatch 3960 dated February 12, 2025 adjusting the economic growth target (GRDP at 2010 comparative prices) of the province in 2025; Program 72 dated March 14, 2025 on implementing Conclusion 123 dated January 24, 2025 of the Party Central Committee.

- The Provincial People's Council has Resolution 31 dated December 9, 2024 on the Provincial Socio-Economic Development Plan for 2025; and is adjusted and supplemented related to the growth target in Resolution 06 dated February 17, 2025.

- The Provincial People's Committee has Plan 22 dated January 17, 2025 to implement Resolution 01, Resolution 02 dated January 8, 2025 of the Government; Resolution of the Provincial Party Committee, Resolution of the Provincial People's Council on socio-economic development and improvement of business environment, enhancement of provincial competitiveness in 2025; Plan 70 dated February 25, 2025 to achieve the economic growth target of 8% or more in 2025.

GROWTH OVER 8% - WHAT IS THE SOLUTION?

To achieve the high growth target of 8% or more in 2025, creating a foundation for achieving double-digit growth in the 2026 - 2030 period, Tien Giang province will focus on implementing many synchronous and drastic solutions.

* In region I (agriculture, forestry and fishery), it is necessary to achieve a growth target of 4.2% or more.

The Provincial People's Committee will direct the synchronous and effective implementation of solutions for agricultural and rural development associated with new rural construction and urbanization. Continue to pay attention to removing difficulties and obstacles from cultivation, consumption, processing... to increase the value and stability of the province's agricultural products. Attract businesses to invest in agriculture, especially agricultural processing and develop domestic and export markets. In addition, it will proactively and promptly implement projects to prevent and combat drought and salinity: Tra Tan sluice, Ba Rai sluice, sluice on canal 28 (Cai Be district); projects to handle landslides on Go Cong riverbanks and sea dykes; promptly implement the relocation of My Tho fishing port...

* Sector II (industry - construction) needs to achieve a growth target of 12.5% ​​or more.

- Regarding industrial production, the whole province strives for an industrial production index increase of 13.5% - 14%, focusing on calling for investment to fill Long Giang Industrial Park (IP); supporting and urging new investment projects, investment projects to expand scale and industries in 2024 to soon come into operation. Speeding up the progress of site clearance, construction of resettlement areas and infrastructure of approved industrial parks and clusters (IPs) to create land funds to attract investment, especially: Tan Phuoc 1 IP, Binh Dong IP, Thanh Tan IP, Gia Thuan 2 IP... Strengthening investment promotion, striving to attract 90 million USD to the IP (for 2 FDI projects is 20 million USD and adjusting the investment capital for 6 FDI projects is 70 million USD)...

At the same time, coordinate to speed up the investment progress of the 110KV Can Duoc - My Tho, 110KV Cai Be - Tan Phuoc power grid projects... to ensure adequate and stable power supply for industrial parks, industrial clusters, key projects and for production and business... Speed ​​up the progress of organizing land use rights auctions, selecting investors to implement the Soai Rap Industrial Park Project; calling for investors for the industrial clusters: My Phuoc Tay, My Loi, Long Binh, Vinh Huu, Phu Thanh...

- For the construction industry, it is necessary to effectively mobilize capital sources for public investment, using public investment to lead private investment. Focus on site clearance, investment procedures, bidding... to promptly start construction, disburse public investment capital, and ensure disbursement of all allocated capital.

The province will focus on implementing the following projects: Component project 2 of the Cao Lanh - An Huu Expressway Construction Project Phase 1; Provincial Road 864 (road along Tien River); traffic roads on both sides of Bao Dinh River. Focus on completing investment preparation procedures for Provincial Road 877C Project, coastal road, Provincial Road 878 (phase 2). Call for investment in high-quality bus routes, gradually switching to electric buses; have policies to develop public transport; apply digital technology to transport business...

Support investors to immediately implement 18 new FDI and DDI projects with a total capital of VND 10,336 billion and 14 projects with increased capital of USD 312 million, VND 10,000 billion attracted in 2024. Effectively carry out investment promotion work in 2025 to achieve the goal of attracting 22 new projects with a total capital of VND 18,000 billion. Support investors to complete 12 works/projects to come into operation in the Industrial Park with a total investment of VND 6,650 billion. Prepare documents, procedures and closely coordinate with the Central Ministries and branches to promptly implement as soon as the additional central budget capital in 2025 for the province is VND 3,015 billion.

* Sector III (services) needs to achieve a growth target of 8.3% or more.

Continue to effectively implement activities to connect supply and demand and promote trade. Strive for total retail sales of goods and consumer service revenue to reach VND 96.5 trillion, an increase of 10.4% compared to 2024. Support businesses to meet export market standards, meet "green channel" criteria; strive for total export turnover to reach over 7 billion USD. Support the expansion, investment, and upgrading of commercial infrastructure projects; support investors to start the Trade Center Project at Hung Vuong Square.

Organize land use rights auctions to attract investment in projects to have more investment capital, contributing to the growth of the province. Research and apply legal regulations on land, auctions, bidding, etc. to organize implementation, or issue documents according to authority, ensuring that no problems arise, creating bottlenecks in the implementation stage.

Strengthen the application of digital technology, build digital government, digital society and digital economy; form competitive digital technology enterprises in the market. Develop information technology infrastructure, digital infrastructure in a synchronous and modern direction to serve comprehensive digital transformation, contributing to the development of digital economy, digital society and digital government. Develop synchronous e-government according to the national e-Government architecture framework. Have a very specific and feasible plan, ensuring mechanisms and resources to make breakthroughs in science, technology, innovation and digital transformation.

Pay attention to investing in infrastructure serving tourism, attracting tourism projects in Tan Thanh, Con Ngang...; build a list of feasible investment calling projects in 4 main tourist centers to create breakthroughs, create highlights for tourism development. Remove difficulties, support investors to speed up project implementation; strengthen tourism promotion, events, festivals. Host many regional and national sports tournaments to attract tourists to the province, contributing to the growth of trade and services.

With the spirit of attack, determination to achieve at the highest level, on the basis of clearly defining goals, targets, and requirements in each sector and field; promoting the spirit of solidarity, unity of the entire political system, business community and people, the Provincial People's Committee will focus on directing and operating closely following the Resolutions, Conclusions of the Central Committee, the directions of the Government and the Provincial Party Committee.

Economic growth of 8% or more, aiming for double digits, must be associated with sustainability requirements, ensuring social security and environmental protection; balancing and harmonizing short-term growth targets with medium- and long-term development.

The Provincial People's Committee expects that the successful results of the growth target in 2025 will be of great significance, creating a foundation for Tien Giang's economy, along with the whole country, to continue to grow rapidly, strongly and steadily in the period of 2026 - 2030; confidently entering a new era - the era of striving for rich development.
