Lieutenant Thao is a native of My Tho City, and was well-trained at the People's Police University. Throughout his career, Lieutenant Thao has always maintained a firm political stance, strictly followed the discipline and regulations of the People's Police, and constantly trained and improved his skills. He is always ready to accept and complete all tasks well, demonstrating the spirit of "dare to think, dare to speak, dare to do, dare to take responsibility".

As a Neighborhood Police Officer, Senior Lieutenant Thao always stays close to the area, grasps the situation, and actively advises the Ward Police Command to effectively implement directives on crime prevention and control and drug control, contributing to a significant reduction in the number of criminal cases in the neighborhood he manages. Specifically, in 2024, the neighborhood only had 5/10 criminal cases, a 50% decrease compared to the same period last year.

At the same time, Lieutenant Thao also actively coordinated public patrols and controls, promptly detected and dispersed groups of young people gathering late at night, reminded cases of public order violations, and handled businesses operating past hours or causing disorder. Through patrols, many cases were discovered and handled, including the successful arrest of a subject with an arrest warrant for temporary detention.

Senior Lieutenant Huynh Ba Thao is one of the leading officers in implementing the Government 's Project 06 on developing population data applications. Comrade Thao has advised and effectively implemented the peak of propaganda, guiding people to install and activate VNeID electronic identification accounts, contributing to helping Ward 4 Police exceed the assigned targets on issuing citizen identification cards, cleaning national population data and receiving records through the Online Public Service Portal.

In addition, he also actively participated in building digital transformation models in the locality such as: Fully online public services, Cashless streets, Cash-limited markets... contributing to bringing digital technology into people's lives.

His proactive advice and implementation of the “Security and Order Key Chain” model has created a direct connection channel between the people and the police force, contributing significantly to reducing the crime rate in the area by 50% compared to the previous year. This is one of the typical initiatives recognized and commended by the Tien Giang Provincial Police.”

In addition, Senior Lieutenant Thao also actively participated in building and improving other models in the mass movement to protect national security such as: "Security Camera" (with 54 cameras on 17 alleys), 25 Inter-family Fire Prevention and Fighting Safety Teams, the "Community Reintegration" model, and the "Compassion" model. These models have been effective in preventing and fighting crimes, helping the police force quickly verify, investigate and handle cases.

Not only excellent in professional work, Senior Lieutenant Thao is also an active and enthusiastic Youth Union officer with meaningful social and volunteer activities such as: "Winter of Love" (giving money to disadvantaged children), "Winter Volunteer" (giving gifts to children), "Supporting people to light up their houses for Tet", "Spring of Love, Tet Sharing" (giving gifts to households in difficulty).
