In 2025, the police forces at all levels and localities continuously innovated, improved strategic thinking, and synchronized measures to firmly ensure national security in all situations; fundamentally resolved many security issues from the grassroots level and beyond national borders; and absolutely protected the security and safety of important political , cultural, and social events of the country in the direction of "both absolutely protecting security and safety and creating maximum convenience for the people to enjoy, strongly arousing national pride, patriotism, and the aspiration to contribute among the people."

In 2025, the People's Public Security Force implemented numerous measures to curb and reduce crime; proactively identified new methods and tactics of various types of crime; and strengthened international cooperation in crime prevention, contributing to consolidating social order and restoring discipline and order.

Speaking at the press conference, Lieutenant General Tran Quoc To stated: In 2026, the Ministry of Public Security has set out 5 key, overall objectives, 9 groups of tasks, and 3 breakthrough solutions.

This includes focusing on comprehensively improving institutions and laws on ensuring security and order; and effectively mobilizing resources to build a professional, elite, and modern police force.

Focus on building a team of police officers who are honest, disciplined, professional, humane, and close to the people. Strongly innovate thinking and actions, shifting from fulfilling "public service responsibilities" to "public service responsibilities - service," and from "orders and obedience" to "orders, obedience, and proactively proposing and creating development."

Completely transform operating methods, seamlessly and closely integrating tradition and modernity with a synchronized, modern, and highly secure infrastructure; build a self-reliant, self-sufficient, dual-use, and modern security industry.
