Reviewing the application for approval of the project to establish the City Venture Investment Fund

According to the draft proposal and report of the Department of Science and Technology, the Hai Phong City Venture Investment Fund was established by the City People's Committee and operates in the form of a joint stock company under the provisions of the Enterprise Law.

On the afternoon of October 16, comrade Pham Quoc Ka, Head of the Legal Committee of the City People's Council chaired a meeting with the Department of Home Affairs and the Department of Science and Technology to review the draft resolution submitted to the 30th Session (special session) of the 16th City People's Council on the Project to establish the Hai Phong City Venture Investment Fund and the regime and policies for people working outside the payroll quota at associations assigned by the Party and State at the provincial and district levels before July 1, 2025 in the city who quit their jobs due to the implementation of the organization of a 2-level local government.

According to the draft proposal and draft project report of the Department of Science and Technology, the Hai Phong City Venture Investment Fund was established by the City People's Committee, operating in the form of a joint stock company under the provisions of the Enterprise Law. The capital to form the fund includes charter capital and contributed capital; provided from the city budget and contributed capital from investors.

The Fund is used to support capital investment in high-tech projects, high-tech enterprises, science and technology enterprises, and innovative startups in key areas of science and technology of the city to support and promote innovation and commercialization of scientific and technological products.

Regarding the regime and policies for people working outside the payroll quota at associations assigned by the Party and State at the provincial and district levels before July 1, 2025 in Hai Phong city, affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat, through the review of the Department of Home Affairs, there are 159 cases in the city that are eligible for benefits, with a total estimated budget of more than 18.6 billion VND from the city budget.

Proposed beneficiaries include: Chairmen and vice chairmen of working age; chairmen and vice chairmen who are retired; people of working age working under labor contracts...

Comrade Pham Quoc Ka, Head of the Legal Committee of the City People's Council, highly appreciated the significance and urgency of the two contents brought up for examination. The sectors assigned to preside over and advise the city on policy and project development continued to perfect the contents on legal basis, practical basis and other issues according to the comments and discussions of the attending delegates. It was agreed that at the 30th Session, the above two contents would be submitted to the 16th City People's Council for consideration.
