The province currently has 175 investment projects in the field of urban areas, residential areas, and housing areas that have been approved for investment, with a total area of over 3,000 hectares. Of these, 113 projects have completed site clearance and are currently constructing items.
Regarding the implementation of industrial park (IP) projects, up to now, the province has 16 IPs that have been established and put into operation, receiving secondary projects with an area of over 3,648 hectares. Of these, 10 IPs under the management of the Provincial IP Management Board have come into operation, with a cleared area of 2.75 hectares, reaching 99.6%. These IPs have attracted 698 investment projects with a total registered capital of about 7,479 million USD and more than 54 trillion VND, with an occupancy rate of nearly 70%.
For 5 industrial parks in the provincial economic zone, the average occupancy rate is currently 46%. Outside the economic zone, there are 6 industrial parks that have come into operation, with more than 800 hectares of land cleared, reaching over 91%. The whole province (including the old Thai Binh province) currently has 410 investment projects in the economic zone and industrial parks, with a total registered capital of over 226 trillion VND.
However, during the implementation process, there are still some difficulties and problems such as: many projects have not built infrastructure works; investors have been granted land but are slow to implement; site clearance work at some projects has encountered many difficulties; sand for filling is scarce and the high cost affects the project progress; some investors in the industrial park are still not active and proactive in attracting investment...
At the meeting, delegates focused on discussing, clarifying the causes and proposing some key solutions to speed up the progress of site clearance to serve the implementation of projects; remove difficulties in sand sources for filling; promote investment promotion, attract secondary investors to soon fill up industrial parks and economic zones.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Khac Than acknowledged the efforts of all levels, sectors and localities in implementing public investment projects; at the same time, he also pointed out the shortcomings and limitations in the implementation process, especially in site clearance, disbursement of public investment capital and the transfer of records and documents related to the projects.
He affirmed that good implementation of public investment is an important factor to promote socio-economic development. Therefore, all levels and sectors need to focus on removing difficulties and obstacles. He suggested that relevant departments, sectors and units need to coordinate to review and clearly identify the necessity of each project and work at each time and context for appropriate implementation, ensuring that public investment is focused and not spread out. In the immediate future, it is necessary to immediately establish a working group to monitor, urge and remove difficulties for units and localities to implement projects; strictly implement the handover of records and documents related to public investment projects.
Regarding capital allocation for projects, the Chairman of the Provincial People's Committee proposed to implement the principle of initial capital allocation according to the approved plan. The Department of Finance coordinates with relevant units to organize training and provide guidance on financial use for grassroots officials, especially on disbursement and settlement of public investment capital. The Department of Agriculture and Environment and relevant units need to provide guidance and remove obstacles and difficulties for localities and project owners.
Regarding capital used outside the budget, the Chairman of the Provincial People's Committee requested that the competent authorities review and properly assess the capacity of the investor. For projects that have been accepted and adjusted, it is necessary to promptly summarize and submit them to the Provincial People's Committee for comments. Regarding the establishment of industrial clusters, the Provincial People's Committee assigned the Department of Industry and Trade to compile a list to report at the meeting of the Standing Committee of the Provincial People's Committee Party Committee in the next session.
The Chairman of the Provincial People's Committee requested the leaders of the Provincial People's Committee and relevant departments and branches to continue to promote their sense of responsibility, focus on directing and implementing more effectively the tasks related to public investment; strengthen inspection and supervision of the site, urge contractors and consultants to speed up the construction progress of projects and works; and promptly remove obstacles in payment and settlement of public investment capital.
