Unified deployment to each village
The "Digital Literacy for All" movement is being deployed and spread strongly in Phu Tho province from simple community activities, to classes on digital application skills, through communication messages on mass media... The movement has been bringing technology closer to the people, further fueling the spirit of learning in the homeland.
Before the merger, the three provinces of Phu Tho, Hoa Binh and Vinh Phuc had all launched the "Digital Education for All" movement with many diverse approaches.
Phu Tho issued an action plan and organized training courses on using online public services, cashless payments, and electronic identification.
Hoa Binh organizes "Digital Transformation and Digital Literacy Festival", bringing technology closer to people in remote areas.
Vinh Phuc built a model of "Community Digital Classroom", mobilizing youth union members to guide the elderly, traders, and farmers in using smartphones. These activities became an important premise for the movement to be inherited and spread widely throughout Phu Tho province after the merger.
Provincial Party Committee member, Director of the Department of Science and Technology (KH&CN) of Phu Tho Nguyen Minh Tuong said that immediately after the merger, the Department of Science and Technology advised the Provincial People's Committee to issue an action plan to deploy the "Digital Literacy Movement" in Phu Tho province. The plan sets out the goal of comprehensive and widespread deployment to villages, residential groups, and residential areas, creating a movement for the entire population to compete in learning and practicing digital skills, actively participating in the province's digital transformation process.

In particular, priority is given to the strong application of digital technology, artificial intelligence and online learning platforms with flexible methods, suitable for all subjects, especially vulnerable groups, people in remote areas, ethnic minority areas. The results of the movement must be measured by fundamental changes in people's digital capacity.
Many creative ways
To supplement knowledge for the force directly instructing people on how to use digital platform applications, in the 3 months after the province's merger, the Department of Science and Technology of Phu Tho coordinated to organize 20 digital skills training courses, attracting more than 1,000 officials, civil servants, and members of the community digital technology team to participate.
Along with that, the Department has advised the Provincial People's Committee, guided agencies, localities, businesses and organizations in the province to organize activities in response to National Digital Transformation Day (October 10) associated with widely launching the movement "Digital Education for All", thereby creating a vibrant digital learning atmosphere throughout the province.
Responding to the movement, many localities in the province have had creative ways of integrating digital skills propaganda into activities of women's unions, farmers' unions, youth unions, and residential areas.
Typical examples include: Hoa Binh Ward established a Rapid Response Team to support, guide and resolve administrative procedures at home for disadvantaged people, and has so far supported 20 cases. Vinh Chan Commune organized comprehensive propaganda in the political system, socio-political organizations in residential areas; compiled news articles on digital transformation to broadcast on the radio system, and posted on the commune's Electronic Information Page and Fanpage. Phung Nguyen Commune opened a class to guide skills in using VNeID, online public services and essential platforms...
Member of the Party Committee, Vice Chairman of the Vietnam Fatherland Front Committee, Secretary of the Hoa Binh Ward Youth Union Nguyen Van Hung shared: The ward Youth Union regularly integrates propaganda and digital skills guidance into the activities of the Youth Union branch; coordinates with the community digital technology team to support people in installing digital applications and cashless payment methods...
Union members also participate in the digital transformation rapid response team, promptly supporting people, helping the "Digital Education for All" movement spread practically.
Bring practical benefits to people
If the young generation is the vanguard, the elderly are living proof of the spirit of digital learning.
Mrs. Bui Thi Xinh, 63 years old, in Thong Nhat ward shared: Before, I only used the phone to talk to my children and grandchildren without knowing how to exploit other smart functions. But when I was instructed in the activities of the residential area, I learned how to look up information, pay electricity and water bills right on the phone. Now I find it more convenient and confident.
Through the "Digital Literacy for All" movement, it has helped improve digital skills for officials, people and businesses. Since then, administrative procedures, electronic payments, and transactions serving people's lives have become more convenient, especially people have more opportunities to access new knowledge.
The "Digital Literacy for All" movement being urgently implemented by Phu Tho is not only a journey to popularize technological skills, but also a transformation in awareness and learning habits. With the determination of the entire political system, the companionship of the youth and the response from the people, the movement is expected to become a strong driving force to bring Phu Tho faster on the digital transformation journey - a journey of knowledge, creativity and the province's aspirations to rise./.
