From November 10, the Noi Bai-Lao Cai Expressway will pilot lane separation and speed adjustment according to Decision 1500 of the Vietnam Road Administration, temporarily applied for one month to improve safety and reduce traffic congestion.
Maximum speed 100km/h
On the Noi Bai- Yen Bai section (km0-km123+080), the maximum speed is agreed to be 100km/h; the minimum speed in lane 1 is 80km/h and lane 2 is 60km/h.
In special areas such as the National Highway 2 underpass, Lo River Bridge and Red River Bridge, the maximum speed is reduced to 80km/h. Lane 1 prohibits trucks over 7.5 tons and passenger cars over 29 seats, while lane 2 does not discriminate. Heavy vehicles are allowed to overtake in lane 1 but must return to lane 2 immediately afterwards.
The decision also requires the Vietnam Expressway Corporation (VEC) to be the unit in charge of managing, operating, reviewing and adjusting the signal system, speed signs on gantries or booms, and painting the speed directly on the road surface at an easily observable location. In case of repair or troubleshooting, VEC can temporarily limit the speed but must be approved by the competent authority.
Pilot period 1 month
The Vietnam Road Administration also clearly assigns responsibilities, specifically: VEC is responsible for implementation, propaganda and coordination with the Traffic Police Department, Road Management Area I, construction departments and local authorities in Hanoi , Phu Tho, Lao Cai. Road Management Area I will monitor, urge and coordinate to ensure order and safety. Before the end of the pilot period, VEC must complete the alternative plan to report to the Vietnam Road Administration.
The contents that are not adjusted will continue to be implemented according to Decision No. 3523/QD-BGTVT in 2007 and Decision No. 255/QD-CDBVN in 2025. This Decision is sent to relevant agencies such as the Ministry of Construction, People's Committees of provinces and cities, the Traffic Police Department and local traffic safety committees.
This adjustment is expected to improve traffic conditions on the important highway connecting Hanoi with the Northwestern border, where traffic volume is increasing. Residents and drivers are advised to strictly comply to avoid violations, and to monitor announcements from management units for updates on changes.
