On August 8, the Ministry of Education and Training issued Official Dispatch 3996/BGDĐT-GDĐH on implementing university and college admissions for Preschool Education in 2023.
Candidates must confirm university admission online from August 22, 2023
Accordingly, confirmation of admission and organization of admission for candidates are guided as follows:
- Training institutions (CSDT) guide candidates to confirm admission and organize admission for candidates within the prescribed time.
- All candidates must confirm their admission online on the System, from August 22 to before 5:00 p.m. on September 6, 2023 .
- CSĐT is not allowed to ask candidates to confirm admission or enroll before August 22, 2023 and is not allowed to end admission confirmation or enrollment before 5:00 p.m. on September 6, 2023 (including for joint training programs with foreign countries).
Instructions for implementing the official admission process and processing admission applications (virtual filtering)
Specifically, the official implementation of the admission process and processing of admission applications (virtual filtering) is as follows:
- The CSĐT organizes early admission exams and announces the list of candidates who meet the admission requirements (except for graduation requirements) and must be uploaded to the System to process the wishes if the candidates register their admission wishes (regardless of the order in which the candidates register their wishes);
Candidates are not required or required to register their first choice on the System to be admitted; absolutely not allowed to re-examine admission (increase or decrease the admission score) to eliminate or add more candidates.
- The CSĐT must consider all candidates' admission wishes on the System and upload them to the System to filter out fake ones (including cases where candidates have been admitted early but the school has not uploaded them to the System, candidates DO NOT check the "Provide admission data" box on the System).
The CSĐT must have measures to check and compare other data (certificates, etc.) to ensure correct and complete data before admission.
- In 2023, the Ministry of Education and Training will continue to provide technical support to training institutions on: admission information on the Admissions Portal, statistics on candidate wishes, high school graduation exam scores, competency and thinking assessment test scores (if any), high school learning outcomes, evidence of priorities and admission software (training institutions must update the correct version of the admission software),... to help training institutions conduct admissions smoothly.
However, the CSĐT should note: The system for processing admission wishes only filters out candidates who have passed the higher wishes of other CSĐT from the expected list of successful candidates that CSĐT sends to the System. It does not have the function of adjusting the quota and standard scores that CSĐT has determined; the System does not consider admission on behalf of CSĐT.
Candidates do not choose the admission method: Schools regulate the quotas between methods, especially between groups, based on the exam score distribution, based on the requirements of the training sector to determine the regulation of quotas and admission scores for each group, ensuring fairness for candidates (except in cases where the CSĐT has announced in advance the difference in scores between groups). CSĐT balances the difference in admission scores between groups to ensure maximum fairness for candidates.
- Training institutions are autonomous in enrollment work and are responsible for determining enrollment quotas and determining admission scores for training majors/groups of majors of the training institution;
If the CSĐT determines that the expected list of successful candidates is not close to reality, leading to recruitment exceeding the registered quota, the CSĐT and related individuals will be fully responsible and will be handled according to Article 27 of the current Admission Regulations. CSĐTs that do not meet the quota in the first round can continue to consider recruitment in additional rounds.
- The virtual selection and filtering plan is specified in Appendix VII attached to Official Dispatch 1919/BGDĐT-GDĐH dated April 28, 2023 of the Ministry of Education and Training. The virtual selection and filtering CSDT groups and all CSDTs (inside and outside the virtual selection and filtering CSDT group) must be proactive in the selection process and interact with the virtual selection and filtering software according to the general plan.
- In particular, the CSĐT must strictly comply with and unify the implementation of the regulations on the list of successful candidates. The official list of successful candidates for CSĐT is the list of candidates sent back to CSĐT by the System for processing admission wishes (based on the list of expected successful candidates uploaded by CSĐT to the System) after the last virtual filtering on August 20, 2023. CSĐT absolutely cannot adjust this official list of successful candidates.
- To ensure the list of admitted candidates is close to the determined enrollment quota, the Ministry of Education and Training requires the training institutions and recruitment training groups to:
+ Arrange staff with experience in statistics, data analysis, information processing... on enrollment to control the rate of virtual candidates, candidates who passed the entrance exam but did not enroll in school in accordance with each training institution, each training industry/group and enrollment process.
+ Currently, some CSĐT have voluntarily joined the Northern region selection group and the Southern region selection group. The groups need to agree on mutual support in selection and virtual filtering.
The CSĐT should pay attention to calculating the adjustment of the expected admission scores and the list of expected admitted candidates after each virtual filtering in the group and the nationwide virtual filtering to ensure that the list of candidates officially admitted to the CSĐT after the last virtual filtering nationwide (August 20, 2023) is close to the CSĐT's enrollment quota.
