An Phu today is a vibrant green of rice paddies and cinnamon trees, dotted with sturdy houses. Mr. Trieu Tien Chau, a Party member with over 50 years of Party membership, recalls: “Before, the road to the village was a forest path, slippery when it rained, making it difficult for motorbikes to travel. Electricity was unreliable, and clean water was scarce. The Dao people lived mainly off the hills and forests, cultivating rice, corn, and cassava, working the land year-round but still not having enough to eat.”
“To escape poverty, along with the State's investment and support, we must rely on our own strength and ensure that the people understand and are united. Therefore, the top priority is to propagate and mobilize the people to build infrastructure, transform the structure of crops and livestock, and select key crops for economic development. And to gain the people's trust, officials must set an example, and Party members must lead the way in these movements,” shared Party Branch Secretary Trieu Tien Hoa.

Taking advantage of state investment and support through programs and projects such as Program 135, preferential loan sources, and especially the new rural development program, the Party branch, the Front Committee, and village organizations have grasped the practical situation to propose appropriate solutions in leadership, direction, and implementation, especially in building infrastructure, developing the economy, eradicating poverty, and increasing income.
Thanks to effective propaganda, mobilization, and the exemplary leadership of cadres and Party members, the villagers actively donated land, relocated structures, trees, and crops, contributed labor and funds... so that inter-commune and inter-village roads could be paved; and the national power grid and clean water could be brought to serve the lives of the people.
Improved infrastructure has opened up opportunities for economic development. To ensure food security, the village mobilized the people to intensify cultivation of 18 hectares of wet rice, and plant crops on 4 hectares of alluvial plains in the Khe Hoang and Khe Muong fields; at the same time, they took advantage of the hilly and forested areas to develop cinnamon cultivation.
Year after year, the area under cinnamon cultivation has increased rapidly. On average, each household in An Phu has 3 hectares of cinnamon, generating over 30 billion VND in revenue annually. From cinnamon, people have capital for business, building houses, buying vehicles, and sending their children to school...
Rising from inherent strengths, but effective exploitation relies heavily on support from state-funded policy loans, with an average outstanding loan balance of approximately 5 billion VND across the village. Mr. Trieu Tien Thanh stated: “Through various organizations, households have access to preferential loans with low interest rates. From there, we have invested in cinnamon cultivation, purchased machinery, and improved our lives.”

Thanks to the policies of the Party, the State, and the local authorities, and the efforts of the villagers themselves, 80% of households in An Phu village are now considered well-off or wealthy, with only 9 households remaining in multidimensional poverty due to old age, inability to work, and illness. Most households have built sturdy houses, many of them large and beautiful; many have invested in trucks, excavators, and plows to support production. Despite being a rural area, nearly 30 households in An Phu village have purchased cars for transportation.
With economic development, the material and spiritual well-being, health, and education of the Dao people in An Phu village are increasingly being prioritized. To date, 100% of households have hygienic bathrooms and toilets; 100% of households have access to clean water. The health insurance coverage rate in the village reaches 98.2%. Families comply well with population control and family planning policies; pregnant women receive medical care and full vaccinations. Children's education is prioritized, with 100% of children of school age attending school. Notably, in implementing the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas," 94.4% of households in the village achieve the title of "Culturally Advanced Family" annually, with 70% achieving this title for three consecutive years. The preservation of traditional culture, especially the Dao ethnic script, is maintained and promoted. The sports and cultural movement is thriving; the village has two volleyball teams, one sports club, one cultural and arts club, and one community digital transformation team operating effectively.

Thanks to the efforts and achievements, in 2021, An Phu village was recognized as a model new rural area. Ms. Trieu Thi Lan shared: “I have never seen my village as beautiful as it is now. Houses are spacious, children receive a full education, and people live together harmoniously. We are very happy!”
From humble beginnings, An Phu village has risen strongly, becoming a shining example in the new rural development of Quy Mong commune. This is clear evidence of the power of unity – when the Party's will aligns with the people's aspirations.
