On Friday, November 10, 2023, the National Assembly continued its 15th and final working day of Phase 1, Session 6, 15th National Assembly, at the National Assembly building, under the chairmanship of National Assembly Chairman Vuong Dinh Hue and the direction of National Assembly Vice Chairman Nguyen Duc Hai.

Morning

1. The National Assembly heard the Chairman of the National Assembly's Finance and Budget Committee, Le Quang Manh, present the report explaining, accepting, and revising the draft Resolution on the state budget estimates for 2024.

Subsequently, the National Assembly voted to approve the Resolution on the State Budget Estimate for 2024 through electronic voting. The results were as follows: 470 delegates participated in the vote (95.14% of the total number of National Assembly delegates), of which 466 delegates voted in favor (94.33% of the total number of National Assembly delegates); 3 delegates voted against (0.61% of the total number of National Assembly delegates); and 1 delegate abstained from voting (0.20% of the total number of National Assembly delegates).

2. The National Assembly heard: (1) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister , presented the Submission and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Verification Report on the draft Resolution on the application of supplementary corporate income tax according to the global tax base erosion prevention regulations.

(2) Minister of Transport Nguyen Van Thang, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Verification Report on the Road Law project.

(3) Minister of Public Security To Lam, authorized by the Prime Minister, presented the Submission and the Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Verification Report on the draft Law on Road Traffic Order and Safety.

3. The National Assembly held group discussions on: the draft Law on Road Transport; the draft Law on Road Traffic Order and Safety; and the draft Resolution on the application of supplementary corporate income tax in accordance with global anti-base erosion regulations.

Afternoon

1. The National Assembly heard the Chairman of the National Assembly's Finance and Budget Committee, Le Quang Manh, present the report explaining, accepting, and revising the draft Resolution on the central budget allocation plan for 2024.

Subsequently, the National Assembly voted to approve the Resolution on the allocation plan for the central budget in 2024 through electronic voting. The results were as follows: 449 delegates participated in the vote (90.89% of the total number of National Assembly delegates), of which 444 delegates voted in favor (89.88% of the total number of National Assembly delegates); 4 delegates voted against (0.81% of the total number of National Assembly delegates); and 1 delegate abstained from voting (0.20% of the total number of National Assembly delegates).

2. The National Assembly heard: (1) Minister of Justice Le Thanh Long, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Verification Report on the draft Law on the Capital City (amended).

(2) Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Verification Report on the draft Law on Archives (amended).

3. The National Assembly held group discussions on: the draft Law on Archives (amended); the draft Law on the Capital City (amended); and the Government's reports on: the preliminary review of the pilot implementation of the urban government model in Hanoi and Da Nang, and the results of three years of implementing the urban government model in Ho Chi Minh City.

From November 11th, 2023 to November 19th, 2023, the National Assembly will be in recess to allow its agencies, the Government, and relevant bodies time to review, revise, and finalize draft laws and resolutions.
