Agreed to invest early in the 46.8 km long Hung Yen - Thai Binh Expressway (CT.16)

The 46.8 km long road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway through Hung Yen and Ninh Binh is planned as Hung Yen - Thai Binh Expressway (CT.16).

The Ministry of Construction has just sent an official dispatch to the Prime Minister regarding investment in upgrading the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway into an expressway.

Accordingly, the Ministry of Construction proposed that the head of the Government consider and approve the adjustment of the investment progress of the Hung Yen - Thai Binh expressway from Ring Road 4 (Hung Yen province) to Ring Road 5 (Ninh Binh province) with the investment progress before 2030.

The Ministry of Construction also proposed to assign the competent authority to which the Prime Minister has assigned capital in Decision No. 1566/QD-TTg dated July 19, 2025 on assigning additional development investment expenditure estimates and public investment plans from the central budget in 2025 from the increased central budget revenue in 2024 to ministries, central agencies and localities to manage the road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway (section from Yen My intersection to Thai Ha intersection) to invest in upgrading it into an expressway.

"After completion, the Ministry of Construction will preside over and coordinate with the People's Committees of Hung Yen and Ninh Binh provinces to determine the unit to manage and exploit the assets according to regulations," the Ministry of Construction's official dispatch signed by Deputy Minister Le Anh Tuan stated.

It is known that the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway is about 46.8 km long through Hung Yen and Ninh Binh provinces, according to the planning, Hung Yen - Thai Binh expressway (CT.16) was previously invested by the Ministry of Transport with the scale of a grade II road, 4 lanes, completed and put into operation and handed over to the Ministry of Construction for decentralized management.

Implementing the Prime Minister's direction at the inauguration ceremony of the project on July 7, 2024 "requiring upgrading the road connecting the Hanoi - Hai Phong expressway and the Cau Gie - Ninh Binh expressway into an expressway by 2025", the Ministry of Construction coordinated with the Ministry of Finance to report and was approved by competent authorities to arrange capital sources to increase the central budget revenue in 2024 to implement the Project to build and upgrade the road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway into an expressway.

According to the approved planning, the Hung Yen - Thai Binh expressway (CT.16) will have investment progress after 2030.

However, currently, the transportation demand on the road section connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway is increasing rapidly, with traffic volume of about 20,000 vehicles/day and night. There are still many intersections at the same level on the route and traffic is organized according to normal national highway standards, which reduces the capacity of the route and increases the risk of traffic accidents.

At the same time, the Prime Minister issued Decision No. 1566/QD-TTg assigning the 2025 plan from the 2024 State budget revenue increase fund to the Ministry of Construction to implement the Project at 170 billion VND, the remaining capital will be balanced from the medium-term public investment plan for the period 2026-2030.

Thus, it is necessary to adjust the investment progress of the Project to build and upgrade the road connecting the Hanoi - Hai Phong Expressway with the Cau Gie - Ninh Binh Expressway into an expressway. However, according to regulations, this content needs to be considered and approved by the Prime Minister.

“In addition, Clause 2, Article 4 of Decree No. 165/2024/ND-CP of the Government on decentralization of national highway management stipulates that: in addition to expressways and National Highway 1, Ho Chi Minh Road... are not decentralized, "other cases are decided by the Prime Minister" and "expressways are managed by the Ministry of Transport (now the Ministry of Construction)", the official dispatch of the Ministry of Construction said.
