Agree to propose the Prime Minister to recognize Ngoc Lac district as meeting new rural standards

(Baothanhhoa.vn) - On the afternoon of May 27, in Hanoi, the Central Appraisal Council held a conference to consider recognizing Ngoc Lac district, Thanh Hoa province as meeting new rural standards (NTM) in 2024.

After more than 14 years of implementing the National Target Program on New Rural Construction, with the attention and direction of the Central Government and the province, and the efforts and determination of the entire Party Committee, government and people, Ngoc Lac district has achieved comprehensive and outstanding results.

Up to now, all 20 communes of the district have met the new rural standards; 2/20 communes have met the advanced new rural standards; 9/9 new rural district criteria have been met.

People's satisfaction rate with new rural construction in the district reached 99.35%.

The total mobilized resources for the construction of new rural areas in the whole district in the period of 2011-2024 is 4,987.2 billion VND. Of which, the central and provincial budgets support 23.03%; the district and commune budgets account for 5.23%; mobilized from the people account for 63.85%; other capital sources account for 7.9%.

The transportation, irrigation, electricity, and information and communication systems have been invested in a complete and synchronous manner. The facilities and equipment of the health, cultural, and educational sectors have been invested in a spacious and modern manner, meeting the production, living, and learning needs of the people as well as the socio -economic development of the locality.

Currently, Ngoc Lac district has no outstanding debt in basic construction in building new rural areas.

The average annual growth rate of production value in the 2021-2024 period will reach 5.54%, of which 6.55% in 2024 (ranked 14th in the province and leading the mountainous region of the province).

The scale of production value in the period of 2021-2024 reached 37,768 billion VND (ranked 16th in the province and ranked 2nd in the mountainous districts of the province).

Social security is ensured, the multidimensional poverty rate of the whole district is 5.92% (of which, the poverty rate is 3.05%).

Average income per capita in the whole district reached 56.14 million VND, in rural areas it reached 55.05 million VND (4.69 times higher than in 2011).

One of the bright spots and ways of building new rural areas in Ngoc Lac is to combine the implementation of new rural criteria with the greening of the countryside. Up to now, the whole district has planted nearly 700 km of green fences, 305 km of flower roads and grass carpets; 4,149 households have been recognized as households with clean houses, beautiful gardens, and green fences.

Grassroots party organizations and authorities at all levels are annually assessed as having fulfilled their tasks well or excellently. 100% of communes and towns meet the legal access standards. National defense work is always consolidated and strengthened comprehensively; political security and social order and safety are always maintained.

Based on the reports on the results of reviewing the application documents for consideration and recognition of Ngoc Lac district as meeting the NTM standards; reports on the results of assessing people's satisfaction... the members of the Central Appraisal Council agreed with the results of building the NTM of Ngoc Lac district.

At the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang expressed his thanks, accepted and explained the comments of the members of the Central Appraisal Council; at the same time, informed the conference about the outstanding features and creative ways of Ngoc Lac district in implementing the construction of new rural areas.

Deputy Minister of Agriculture and Environment Tran Thanh Nam delivered a concluding speech at the conference.

Concluding the conference, Deputy Minister of Agriculture and Environment Tran Thanh Nam agreed with the opinions of the Council members to propose the Prime Minister to recognize Ngoc Lac district as meeting the standards of a new-style rural district in 2024.

Ngoc Lac district is requested to promptly accept the opinions of the members of the Central Appraisal Council, promptly complete the dossier to submit to the Prime Minister for recognition of the district meeting the NTM standards in 2024 and continue to implement solutions to maintain and improve the quality of NTM criteria in the coming time.
