The Ministry of Home Affairs is consulting a number of agencies on the draft report on the implementation of Resolution 595/2022 of the National Assembly Standing Committee on continuing to implement the policy of rearranging administrative units at district and commune levels (merging districts and communes).

Merger phase 2019 - 2021 still has many problems

Accordingly, in the 2019 - 2021 period, 21 district-level units in 8 provinces and cities were merged (8 district-level units were reduced) and 1,056 commune-level units in 45 provinces and cities were merged (561 commune-level units were reduced).

However, up to now, 35/45 provinces and cities have not completed the establishment, adjustment, and supplementation of records and maps of administrative boundaries at all levels of the locality.

The report said that from January 2022 to April 1, 2024, localities have focused on removing obstacles and difficulties.

Along with that, allocate resources to implement the settlement of regimes and policies for redundant cadres and civil servants that still exist by the end of 2021.

Specifically, 366/424 redundant district-level officials and civil servants have been resolved. Accordingly, the number of redundant district-level officials and civil servants resolved from the time of district-level merger to April 1, 2024 is 648/706 people (reaching 91.78%).

The remaining surplus that needs to be resolved is 58/706 people (accounting for 8.22%). All surplus district-level officials and civil servants that have not yet been resolved belong to Thu Duc City ( Ho Chi Minh City).

Besides, 2,008/3,413 (58.83%) redundant commune-level cadres and civil servants have been resolved.

Accordingly, the number of redundant commune-level cadres and civil servants that have been resolved since the time of commune-level merger to April 1, 2024 is 8,289/9,694 people (reaching 85.51%).

The remaining surplus that needs to be resolved is 1,405/9,694 people (accounting for 14.49%). This number belongs to 18 localities: Thanh Hoa, Phu Tho, Cao Bang, Hoa Binh, Nghe An, Bac Giang , Ha Tinh, Hai Duong, Lang Son, Thai Binh, Bac Kan, Quang Tri, Quang Binh, Lao Cai, Quang Ngai, Nam Dinh, Ha Giang, Thai Nguyen.

Also from January 2022 to now, the regime and policies for redundant non-professional workers at the commune level after the merger of administrative units have been resolved, which is 492 people.

The report also stated that the failure to resolve policies and regimes for redundant district and commune officials and civil servants is slower than the requirements in Resolution 653/2019 of the National Assembly Standing Committee on merging districts and communes in the 2019-2021 period.

At the same time, it pointed out some reasons such as support policies, unsatisfactory support levels...

The report also pointed out that up to now, many offices of agencies, organizations and units at district and commune levels implementing the 2019-2021 arrangement have not been arranged and used effectively.

Up to now, there are still 52/109 redundant district-level headquarters (accounting for 47.71%) and 297/755 redundant commune-level headquarters (accounting for 39.34%) that have not been processed.

Merging 49 district-level units and 1,247 commune-level units

For the period 2023 - 2025, according to the report, synthesized from the plans of 53 localities, the total number of district-level units to be merged is 49, including 9 units subject to rearrangement, 18 encouraged units and 22 adjacent units. After the rearrangement, it is expected to reduce 13 units.

The number of units that need to be rearranged but the locality proposed not to rearrange due to special factors is 21, of which 40 district-level units (12 cities, 3 districts, 4 towns, 21 districts) will be rearranged to form 19 district-level urban units (12 cities, 3 districts, 4 towns).

The total number of commune-level units to be merged is 1,247, including 745 units subject to rearrangement, 111 encouraged units and 391 adjacent units. After rearrangement, it is expected to reduce 624 units.

The number of units that need to be rearranged but the locality proposed not to rearrange due to special factors is 508 units.

In which, 297 wards and 67 towns were arranged to form 261 commune-level urban units (198 wards and 63 towns).

As of April 25, 2024, 4 provinces and cities including Nam Dinh, Tuyen Quang, Lao Cai, and Can Tho have sent to the Ministry of Home Affairs project documents for the 2023 - 2025 period of the locality.

On that basis, the Ministry of Home Affairs organized a central interdisciplinary working group to conduct a field survey in the locality to have sufficient grounds for appraisal and completion of the Government's project dossier to submit to the National Assembly Standing Committee for consideration and decision.
