Deputy Minister of Education requires high school graduation exam inspectors to be open and gentle

On the morning of May 30, the Ministry of Education and Training held a training conference on inspection and examination of the 2025 high school graduation exam in Ho Chi Minh City for inspectors from 32 provinces/cities, and 32 departments of education and training in the South (from Da Nang and below).

Need to pay attention to issues arising in the new context

According to Deputy Minister Pham Ngoc Thuong, the 2025 high school graduation exam has its own unique characteristics. This is the first year of graduation exams following the 2018 generaleducation program, and there are about 25,000 candidates taking the 2006 program.

The exam takes place in the context of the reorganization of the local government apparatus into two levels, and the merger of several provinces/cities. The Department of Education and Training Inspectorate will be transferred to the Provincial Inspectorate, the Ministry Inspectorate will be transferred to the Government Inspectorate , the district police will be transferred to the commune police... which will certainly affect the leadership and direction of the exam.

Mr. Thuong requested that the inspection and examination of the 2025 graduation exam must be seriously implemented, paying attention to issues arising in the new context.

"The motto of the inspection and examination of the high school graduation exam is to be proactive and timely in planning and organizing implementation. In spirit, now it is decentralization, delegation of authority, chaired by the province, the authority of the chairman of the provincial and municipal People's Committees is implemented according to the Prime Minister's telegram and the ministry's instructions in an appropriate manner, not too mechanically or rigidly, as long as it is effective," Mr. Thuong emphasized.

According to Mr. Thuong, this year's exam will still be held on a national scale with the participation of many forces, the largest of which is the education sector. In organizing this exam, the Department of Education and Training is always the standing agency, the advisory agency, so it must proactively make requests.

The roadmap for the conversion of inspection to provincial inspection is different in each province, but even if the provincial inspection is assigned to preside over the exam marking work, the core participant is still the department.

Inspect seriously, but in a very friendly and open spirit.

Deputy Minister Pham Ngoc Thuong also noted that the inspection and examination of this exam will take place before, during and after the exam. All stages and processes must clearly define the people, tasks, responsibilities, processes and products, and must be inspected and audited at the right time.

For this year's high school graduation exam, only the marking process will be inspected, following the procedures prescribed by the Inspection Law. It is necessary to protect the legitimate rights and interests of candidates, invigilators, and exam staff.

Mr. Thuong requested that the officials attending the training conference pay close attention and remind them to be serious in their work and inspection, but with a friendly, open, and gentle spirit.

"The exam took place at the end of June, the weather was very hot, combined with the pressure of work and high responsibility, so the subjects of inspection and examination always felt that they were being questioned, checked, and monitored... Therefore, we required the inspectors to follow the regulations and principles but also be very flexible, gentle, and friendly.

It is necessary to ensure the legitimate rights and interests of candidates and even invigilators, with the least impact, least damage, least influence, and ensure public and transparent handling, with collective opinions, council opinions, and keep records and minutes for future post-inspection needs," Mr. Thuong added.

The Minister of Education and Training will decide to establish an inspection team.

Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training), also noted that the inspection of high school graduation exam grading needs to be seriously implemented.

The 2025 high school graduation exam will have two sets of exam questions for the 2006 and 2018 general education programs. Each locality will basically have one exam site for the 2006 program and the organization model and method of organizing the exam for this program will remain stable as in 2024.

The organization of inspection and examination activities must comply with the provisions of law on inspection, examination, and regulations on high school graduation exams. On the other hand, clearly define the responsibilities and powers of the Ministry of Education and Training, the People's Committee of the province/city, the Department of Education and Training, and universities, academies, colleges, and junior colleges.

From June 1, the Inspectorate of the Ministry of Education and Training will be transferred to the Government Inspectorate. Therefore, this year, the Minister of Education and Training will decide to establish an inspection team to inspect the stages of the exam according to his authority.

The Chairman of the Provincial or Municipal People's Committee shall conduct inspections according to decentralization and direct the inspection of the exam marking work according to legal regulations on inspection work.
