Telegram sent to the Ministers of the Ministries of Construction, Foreign Affairs, Agriculture and Environment, and Finance; and the Secretaries and Chairmen of the People's Committees of the provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho , Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.
The Resolution of the 13th National Congress of the Party, Conclusion No. 49-KL/TW dated February 28, 2023, of the Politburo , and the transportation development plans have affirmed that railways are one of the transport sectors requiring priority investment. This mode of transport has many advantages: high volume transport, speed, low cost, safety, environmental protection, and the ability to connect widely and across borders… Therefore, developing the railway system plays a crucial role in socio-economic development, regional connectivity, and promoting international integration.
In Conclusion No. 72-KL/TW dated February 23, 2024, the Politburo requested "prioritizing investment resources to complete the Lao Cai - Hanoi - Hai Phong line...". To realize the policy set forth by the Central Committee of the Party and the Politburo, the National Assembly passed Resolution No. 187/2025/QH15 on the investment policy for the Lao Cai - Hanoi - Hai Phong railway line project (hereinafter referred to as the Project); the Government is currently developing a Resolution to implement Resolution 187/2025/QH15 of the National Assembly, which requires the commencement of the Project in 2025. On April 14, 2025, Vietnam and China signed an Exchange of Letters on China's technical assistance in preparing the feasibility study report for the standard gauge railway line Lao Cai - Hanoi - Hai Phong.
To ensure the project's commencement and completion on schedule in 2025, and in the spirit of the historic April days of "speed, even more speed; boldness, even more boldness," the Prime Minister requests the Minister of Construction and the Chairpersons of the People's Committees of the provinces and cities through which the project passes to urgently and seriously implement the assigned tasks.
Specifically, the Minister of Construction will proactively work with localities to hand over the coordinates of the project's centerline and land clearance boundaries as a basis for localities to implement compensation, support, resettlement, survey and design work, and prepare the project's feasibility study report, to be completed in June 2025.
The Minister of Construction instructed the Project Management Boards and consulting units to strengthen manpower and simultaneously implement the tasks of preparing, appraising, and approving the Feasibility Study Report, construction design after the basic design, bidding documents, request for proposals, and other procedures of the Project (resolutely ensuring that no subsequent tasks delay previous ones), with the spirit of working "day and night," working "through holidays, Tet, and weekends," completing all procedures and commencing the project on December 19, 2025. If necessary, mobilize manpower from the Hanoi Urban Railway Project Management Board to reinforce and support the implementation process.
At the same time, urgently finalize the dossier for the National Assembly Resolution on special mechanisms and policies for investment and development of the railway system at the 9th session of the 15th National Assembly; report to the Government before May 5, 2025, as directed by the Prime Minister in Document No. 499/TTg-QHĐP dated April 29, 2025.
Immediately begin compensation and resettlement work, completing it by August 2025.
The Prime Minister requests the Chairpersons of the People's Committees of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong to urgently establish local Steering Committees for land clearance of the Project, chaired by the Provincial/City Party Secretary, to be completed before May 5, 2025, in order to focus on directing and mobilizing the entire political system at all levels to organize and implement land clearance for the project.
Simultaneously, direct all levels, sectors, and local agencies to coordinate closely with agencies of the Ministry of Construction and the Railway Project Management Board to receive documents (coordinates of the centerline, land clearance boundaries); immediately organize the compensation, support, and resettlement work for the project in parallel with the process of the Ministry of Construction preparing the Project's Feasibility Study Report, to be completed in August 2025 to hand over the land for project construction.
Clearly defining the land clearance work for the Project as a crucial political task in the leadership and management; working together in unity, focusing solely on action, with the highest determination, proactiveness, creativity, and a willingness to think outside the box; mobilizing the entire political system and engaging the people to accelerate the progress of land clearance and relocation of technical infrastructure, with a focus on investing in the construction of resettlement areas to ensure that people have new homes that are at least equal to or better than their old ones; doing a good job of publicizing, mobilizing, supporting, and creating more jobs and livelihoods for local people. If necessary, temporary housing solutions should be implemented to stabilize people's lives and ensure the project's progress.
Prioritize the allocation of funds for project implementation.
The Prime Minister requested the Minister of Agriculture and Environment to closely coordinate with the Ministry of Construction and local authorities to expedite procedures related to the conversion of forest land, forest land, and rice land use; proactively guide local authorities in organizing compensation, support, and resettlement for the Project; and promptly resolve any obstacles within their assigned functions and responsibilities.
The Minister of Finance directed an urgent review of savings from recurrent expenditures at the central and local levels in 2025 to prioritize allocation for project implementation; a report should be submitted to the Prime Minister in May 2025.
The Prime Minister has assigned Deputy Prime Minister Tran Hong Ha to directly monitor, direct, and resolve any difficulties and obstacles of the Project.
The Government Office will monitor and urge ministries, agencies, and localities to implement the tasks assigned in this Official Dispatch.
