Speaking at the 4th Congress of Delegates for the 2025-2030 term of the Vietnam National Energy Industry Group ( Petrovietnam ) on August 3rd, Prime Minister Pham Minh Chinh expressed special attention to the energy sector and summarized the group's development with nine major points.
9 achievements associated with the word "An" (peace/tranquility) in 5 years.
The nine achievements are: Convergent will, enhanced knowledge, increased value, broad cooperation, secure trust, warrior spirit, abundant humanism, aspiration for further progress, and bright potential.
Given the numerous challenges faced during the past term, the Prime Minister stated that the corporation's comprehensive achievement of exceeding all 12 targets, particularly in total revenue, pre-tax profit, budget contributions, and equity, is of great significance.
To date, Petrovietnam has been recognized by Fortune 500 Southeast Asia as the 11th largest corporation in the region, ranking 5th in the energy sector and being the top 1 largest enterprise in Vietnam. The corporation has also effectively implemented the Party and State's guidelines and policies; restructured and proactively improved the institutional framework and policies related to energy.
Acknowledging the contributions of this enterprise, the Prime Minister emphasized Petrovietnam's role in ensuring "5 aspects of security": energy security, food security, economic security, social security, and national sovereignty over maritime territories and islands.

Looking ahead, the Prime Minister requested Petrovietnam to set higher goals than those already set, and urged the corporation to research and propose appropriate mechanisms and policies for further breakthrough development, striving to be among the top 5 enterprises in Southeast Asia. To achieve this goal, the corporation proposed mechanisms and policies for development.
At the same time, the corporation needs to ensure adherence to the principles of Party work. These include democratic centralism; unity and solidarity; criticism and self-criticism; operating in accordance with the Constitution and laws; combating waste and corruption; and strengthening supervision and inspection.
Petrovietnam also needs to be a pioneer and role model in innovation and digital transformation. It should promote the three pillars of development – industry, energy, and services – with science and technology and innovation at its core.
Actively integrating and proactively cooperating internationally contributes to improving institutions to promote cooperation and effectively utilize resources. Citing the direct electricity trading mechanism as an example, he argued that it currently "has problems" and needs to be revised to ensure it serves the common good and fosters development, rather than pursuing narrow, localized interests.
At the same time, he suggested that the corporation needs to constantly innovate, dare to think and act, dare to change, and dare to take action in the spirit of harmonizing interests and sharing risks. Focus on doing a good job in Party building, valuing the Party's leadership, linking the building of a clean and strong Party organization with elevating Petrovietnam's culture.
Implement a comprehensive set of modern, intelligent management solutions to optimize production and business operations. The goal is to achieve a growth rate of 1.5 times the previous double-digit rate, ensure energy security, and effectively carry out social welfare work, providing support to people and communities facing difficulties...
Focus on effectively implementing the Politburo's resolutions on the "strategic quartet." With the spirit of one team, one goal, we need to concentrate our determination on innovation, focusing on key priorities, completing each task thoroughly to transform the impossible into the possible, and creating a unique culture for the oil and gas industry.
Earlier in the political report, Petrovietnam General Director Le Ngoc Son emphasized the goal of maintaining its position as the number one company in Vietnam, ranking in the top 10 in the region, and being included in the Fortune 500 Global ranking.
The solutions proposed by the corporation include building a strong and comprehensive Party, embodying "morality and civilization," enhancing the effectiveness of Party inspection, supervision, and discipline, and resolutely combating corruption, waste, and negative practices.
Developing a strong corporation with modern management, pioneering in energy transition and sustainable green growth. The three main pillars are energy, industry, and high-quality technical services, steadfastly pursuing a "dual transformation" journey.
