Most sectors are better than the same period in 2024
The meeting assessed that in October and the past 10 months, the world situation continued to fluctuate in a complex manner, with many difficulties and major challenges affecting Vietnam; domestically, natural disasters, storms, and floods developed in a complex and prolonged manner, affecting and causing estimated material damage of over 35 trillion VND. Under the leadership of the Party, the Government, and the Prime Minister, ministries, branches, and localities have closely and resolutely directed ministries, branches, and localities to proactively respond promptly and effectively to the situation.
Thanks to that, our country's economic situation continues to achieve many important and comprehensive results: Maintaining macroeconomic stability, controlling inflation, ensuring major balances; promoting production and business. The 10-month consumer price index increased by 3.27% over the same period. State budget revenue in 10 months is estimated at over 2.18 million billion VND, equal to 111% of the estimate and up 30.8% over the same period. Energy security, food security, supply and demand of essential goods are maintained; budget deficit and public debt are well controlled. Total registered FDI capital in 10 months reached over 31.5 billion USD, up 15.6% over the same period. Exports in 10 months reached nearly 391 billion USD, up 16.2%, trade surplus reached nearly 19.56 billion USD.
Innovation in the development model, implementation of three strategic breakthroughs, breakthrough resolutions of the Politburo and promotion of new growth drivers have achieved many outstanding results. The fields of culture, society, social security and environmental protection continue to be focused. National defense, security, order and social safety are maintained. Information and propaganda work is deployed synchronously, effectively and innovatively, contributing to creating consensus and arousing development aspirations in the whole society...
Ministries, agencies and localities have allocated VND1,030 trillion in detail, reaching 96.7% of the plan assigned by the Prime Minister and disbursed VND491 trillion, reaching 54.4% of the plan, 3.5% higher in proportion and VND145 trillion in absolute number compared to the same period in 2024. Disbursement of three national target programs by the end of October from the central budget reached about VND15.2 trillion, reaching 49.8% of the plan.
It is expected that by the end of 2025, the whole country will have completed 3,245 km of expressways and 1,711 km of coastal roads; is preparing to organize the inauguration ceremony and start construction of a series of works and projects on December 19, 2025; many long-standing projects out of nearly 3,000 projects have been focused on handling, with initial effectiveness; up to now, the whole country is implementing 648 thousand social housing units, of which over 127 thousand units have been completed, exceeding the yearly plan; successfully organized the signing ceremony of the Hanoi Convention on combating cybercrime; 16 localities have GRDP growth of 8% or more in the first 9 months...
In particular, delegates assessed that recently, natural disasters, storms, and floods have been complicated and prolonged in the country. In October, 35 records of daily and monthly rainfall were recorded, causing widespread flooding in the North and Central regions. The Central Government and the Government have proactively and promptly directed prevention, control, and overcoming of consequences to minimize damage, prevent people from going hungry or cold, and urgently restore life and production.
The operation of the two-level local government has been put into order, promoting efficiency, effectiveness and efficiency; serving the people and businesses conveniently. However, there are currently more than 100 commune-level units without official cars; more than 6,000 commune officials have not been assigned suitable and effective jobs; there are currently 93 villages and hamlets without electricity; more than 10,000 commune-level headquarters have not had suitable and effective solutions.
Delegates assessed that the growth task in 2025 still faces many challenges; macroeconomic stability is still subject to many external pressures; institutional and legal perfection has received attention and direction, but there are still problems and have not kept up with development requirements; natural disasters and consecutive storms and floods have caused heavy damage in many localities and will continue to develop complicatedly in the last months of the year...
At the meeting, the Government reviewed, analyzed, and clarified responsibilities in a number of sectors and localities for ineffective implementation in promoting growth; low disbursement of public investment; ineffective fight against illegal, unreported, and unregulated (IUU) fishing; unsatisfactory management of the real estate market and social housing development; reviewed the progress of infrastructure projects, especially the Lao Cai - Hanoi - Hai Phong railway, the North - South high-speed railway; institutional problems...

Concluding the meeting, Prime Minister Pham Minh Chinh affirmed that the Government and the Prime Minister have closely followed reality, focused on leading and directing all levels, sectors and localities to resolutely, flexibly and effectively implement the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the direction of General Secretary To Lam and achieved positive results, each month better than the previous month, and overall, the 10 months were better than the same period in 2024 in most areas.
Emphasizing 8 highlights in the implementation of tasks, especially 10 outstanding results in socio-economic development, the Prime Minister acknowledged, commended and highly appreciated all levels, sectors and localities for their outstanding efforts, overcoming difficulties and challenges, achieving important results in most fields in the first 10 months of the year, contributing to the comprehensive success of the goals and tasks of 2025 and the 5-year period of 2021-2025.
Prime Minister Pham Minh Chinh also pointed out lessons learned to lead, direct, and organize the implementation of upcoming tasks more effectively. In particular, it is necessary to grasp the situation, respond proactively, promptly, flexibly, and effectively with policies; determination must be high, efforts must be great, actions must be drastic; dare to think, dare to do, dare to take responsibility; assign tasks to ensure "6 clarity: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; coupled with the 6 clarity is the mobilization of resources for implementation.
Along with that, it is necessary to direct and operate based on data; promote decentralization and delegation of power along with resource allocation, strengthen inspection and supervision; seriously rectify discipline, promote sense of responsibility, not shirk or avoid; resolutely not retreat in the face of challenges; not be subjective in the face of advantages, not be pessimistic in the face of difficulties; steadfastly pursue the set goals and mobilize the participation of the entire political system, people, business community, and international friends to implement them.

After analyzing and assessing the situation in the coming time, the Prime Minister said that the key tasks and solutions from now until the end of 2025 and the beginning of 2026 are still very heavy; requesting Deputy Prime Ministers, Ministers, Heads of sectors, Secretaries, Chairmen of provinces and cities to focus on directing the drastic, synchronous, timely and effective implementation of resolutions and conclusions of the Central Committee, Politburo, Secretariat, especially Conclusion No. 199-KL/TW of the Central Committee dated October 10, 2025 on socio-economic development in 2025 - 2026, resolutions of the National Assembly, Government and directions of the Prime Minister, most recently Resolution 86/NQ-CP of the Government on implementing key tasks in the last months of 2025.
The Prime Minister emphasized that maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy are both the goal, the driving force, and the resource for development, with high growth, rapid and sustainable development. The Prime Minister requested ministries and branches to carefully prepare projects, plans, and reports to submit to the Central Committee, the Politburo, the Secretariat, and the National Assembly at the 10th Session and the 14th National Congress of the Party; at the same time, prepare to well organize the National Emulation Congress; continue to review and carefully prepare tasks and work to serve the 14th National Congress of the Party.
Directing ministries, branches and localities to focus on maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, creating a solid foundation for rapid and sustainable growth, the Prime Minister requested: continuing to implement proactive, flexible, timely and effective monetary policy, closely coordinating and synchronously with a reasonable, focused and key expansionary fiscal policy and other policies; focusing on controlling inflation according to the set targets, ensuring the value of the Vietnamese currency; ensuring harmony and rationality between growth and inflation in both the short and long term; implementing fiscal policy to further promote the role of promoting growth and striving for State budget revenue to exceed 25% of the estimate.
The Head of Government requested to closely monitor developments, ensure stability of the market situation and prices, especially for goods and services managed by the State; renew traditional growth drivers and strongly promote new growth drivers; resolutely, promptly and effectively implement the newly issued Politburo's key resolutions; and promptly complete and submit to the Politburo in November to issue new resolutions on the state economy, FDI, culture, etc.
Promote economic restructuring, focusing on improving growth quality and labor productivity; strengthen research, application of science and technology, innovation, digital transformation, green transformation, creative economy; effectively deploy and operate the 2-level local government model, including building job positions, arranging enough competent staff, connecting information, data, processes, procedures, decentralization, delegation of power...; focus on removing difficulties and obstacles, immediately deploying mechanisms and solutions to remove nearly 3,000 backlogged projects right before, during and after being approved by the Politburo...
The Prime Minister requested to focus on preventing and overcoming the consequences of storms and floods; pay attention to cultural and social development, ensure social security, improve people's lives, including starting construction of nearly 100 boarding and semi-boarding schools in border communes, promote projects to order the construction of social housing; consolidate and strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration; continue to promote the implementation and disbursement of national target programs; strengthen and improve the effectiveness of information and communication, especially policy communication, replicate good models and good practices, contributing to creating social consensus.

Assigning specific tasks to each ministry, branch and locality, the Prime Minister requested to urgently complete the Project "National Single Window Investment Portal" or "National Single Window Investment Promotion Center"; complete the Decree on administrative sanctions for violations in trade, production and trade of counterfeit and banned goods and protection of consumer rights; prepare for the 2026 Spring Fair; prepare and organize the inauguration and groundbreaking of a series of works and projects on December 19, 2025, including the Lao Cai - Hanoi - Hai Phong Railway Project.
The Prime Minister directed the development of a Decree regulating the assignment of tasks and ordering of railway industrial goods and services; finalizing the Resolution on a number of breakthrough solutions for social housing development in the 2025-2026 period; synchronously implementing solutions to remove the IUU yellow card in 2025; developing a comprehensive project to overcome the consequences of storms and floods in localities in the Central region; focusing on starting the construction of 100 inter-level schools in land border communes on the morning of November 9, 2025...
