On the afternoon of September 24th, Prime Minister Pham Minh Chinh and a government delegation inspected the progress of the Bien Hoa - Vung Tau expressway construction, specifically the section passing through Dong Nai province. Deputy Minister of Transport Le Anh Tuan also accompanied them.
The Prime Minister inspects component project 1 of the Bien Hoa - Vung Tau expressway section passing through Dong Nai province.
The Bien Hoa - Vung Tau Expressway consists of 3 component projects, of which 2 projects pass through Dong Nai province (component project 1 is 16km long and component project 2 is 18.2km long, while component project 3 passes through Ba Ria - Vung Tau province).
After conducting a field inspection and listening to reports from local leaders and relevant units, Prime Minister Pham Minh Chinh requested that by October 15th, Dong Nai province must complete the land clearance for component project 2.
According to the Prime Minister, component project 2 is very important for connecting with the section through Ba Ria - Vung Tau province, serving the Long Thanh airport which will be put into operation in the near future.
"Currently, component project 3 through Ba Ria - Vung Tau province is progressing very well, with many sections nearing completion. Therefore, the section through Dong Nai also needs to have the land available soon and construction accelerated; we cannot lag behind our neighboring province," the Prime Minister emphasized, and requested that once the land is available, contractors must expedite construction to catch up on the progress.
Regarding material sources, the Prime Minister stated that there is no shortage in Dong Nai province; the current obstacle lies in the procedural process. "The province needs to expedite the process to quickly grant mining permits to contractors," he emphasized.
To the contractors, the Prime Minister requested that they continue to motivate construction workers with the spirit of "three shifts and four teams," "overcoming the sun and rain, not giving up in the face of storms," and staying on the construction site to maintain progress.
Considering that land availability and material sources are crucial factors determining project progress, Deputy Minister of Transport Le Anh Tuan requested Dong Nai province to promptly implement the Prime Minister's directives, especially prioritizing the allocation of land at interchange locations and areas with weak soil foundations. At the same time, the province should focus on securing sufficient earth fill materials for the project, creating favorable conditions for contractors to carry out construction smoothly.
Reporting to the Prime Minister and the working group, Mr. Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, said that next week the locality will hand over the land for component project 2.
"Dong Nai province is committed to completing the land clearance for the expressway project through Dong Nai by October 15th. Regarding material quarries, the province has also made recommendations and hopes the Ministry of Natural Resources and Environment will provide further support and guidance on procedures."
"Now that the rain has stopped in Dong Nai, provincial leaders will meet and work with the contractor to encourage, support, and accelerate the project's progress," Mr. Duc said.
Contractors are taking advantage of the land that has already been allocated for construction along the section passing through Bien Hoa city.
The Bien Hoa - Vung Tau expressway section passing through Dong Nai province is approximately 34km long. Component project 1, which runs through Bien Hoa city and Long Thanh district, requires the acquisition of about 137.64 hectares of land. Component project 2, which runs through Long Thanh district, requires the acquisition of a total of 176.74 hectares of land.
To date, for the section passing through Bien Hoa city, a total of 585 households have had their compensation plans approved, covering an area of over 22.8 hectares. Of these, 193 households, with more than 11 hectares, have received compensation, reaching a rate of over 48.5%.
The total area handed over on the ground is nearly 26.4 hectares, reaching over 44.3%.
In reality, the construction of component project 1 is mainly carried out on sections where land has been continuously cleared, from Tam Phuoc ward (Bien Hoa) to Long Duc commune (Long Thanh). For the remaining sections, because the land has not yet been handed over, workers can only cast the components at the site and wait.
Important packages such as package 18 through Bien Hoa have only reached 0.8% of their target, while package 21 through Long Thanh is slightly better at 8.1%.
Component project 2 has reached approximately 13% of its target, but its progress is still severely affected by a shortage of land and materials.
To date, over 100 hectares of land have been handed over, equivalent to about 60%, but in reality, only slightly more than half of that area has been used for construction.
