
On November 6, Prime Minister Pham Minh Chinh signed an official dispatch directing ministries, branches and localities to focus on implementing emergency measures to respond to storm No. 13 and floods caused by the storm; including the requirement to organize the evacuation and relocation of residents in dangerous areas; absolutely not allowing people to stay on boats and rafts; to be completed before the storm directly affects, but must be before 3:00 p.m. on November 6.
Storm No. 13 has strengthened to level 14, gusting to level 17 and is still moving very fast (speed of about 30-35 km/h) towards coastal waters and mainland in the Central and South Central regions of our country.
The storm circulation can cause very heavy rain in the provinces from Quang Tri to Dak Lak . Ha Tinh, Khanh Hoa and Lam Dong provinces will also have heavy to very heavy rain, with rainfall of 150-300mm. There is a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside areas, urban areas, especially in places that have been hit by recent heavy rains.
Therefore, the Prime Minister requested ministries, provinces and cities from Quang Tri to Khanh Hoa to respond to storms and floods caused by storms at the highest level, with the most urgent and drastic spirit to ensure safety of life and limit damage to people's and State's property, especially in the context that many places have just been heavily affected by prolonged floods.
The Prime Minister directed the Secretaries and Chairmen of the People's Committees of provinces and cities with ships operating at sea, especially the localities of Da Nang, Quang Ngai, Gia Lai, Dak Lak (where the storm is forecast to directly affect) to postpone meetings and work that is not really necessary, mobilize the entire local political system to participate, and focus the highest attention on leadership, direction, implementation, and urging response to storms and floods caused by storms.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly command the Forward Command Center to promptly direct the implementation of response work to storms and floods caused by storms.
