
The GRN and CoP Community, coordinated by HealthAI, brings together leading regulators and experts from multiple countries to build a transparent, ethical, and trustworthy medical AI platform.
The National Health Information Center's official participation in GRN and CoP marks an important step forward in the journey to strengthen digital health capacity and promote responsible AI application in healthcare in Vietnam; helping Vietnam connect and share knowledge with a network of pioneering healthcare management agencies in the world ; and access to an internal Early Warning System to detect and share early adverse events related to AI.
At the same time, this also supports state management agencies in harmonizing the appraisal and licensing process of medical AI tools according to international standards, thereby improving patient safety, risk management capacity and service quality.
In addition, Vietnam enjoys a number of benefits such as: access and contribution to the Global Public Directory (GPD) of assessed/registered medical AI solutions; and use of the Navigator/blueprints toolkit for responsible AI governance.

Mr. Do Truong Duy, Director of the National Center for Health Information, said: “Participating in the Global Network for AI in Healthcare affirms Vietnam’s commitment to promoting responsible AI, prioritizing safety, efficiency and fairness. Through cooperation with HealthAI and the international community, the National Center for Health Information will continue to improve its capacity and implementation solutions, technical practices and promote an innovative ecosystem for patients and the Vietnamese healthcare system.
Participating in the GRN allows Vietnam to connect with pioneering regulatory agencies, share knowledge, standards and early warning signals on AI risks; and CoP is a multi-stakeholder expert forum that helps to learn, co-design tools and improve practice standards to meet international standards. Through this, the Center has access to a global directory of medical AI solutions; references in assessment activities, ensuring transparency and compatibility with international standards, while still being consistent with Vietnamese law and digital health practices in the health sector.
Within the framework of cooperation, the National Health Information Center also promotes the connection of domestic enterprises to join GRN and CoP to cooperate in research, testing and integration of AI solutions for management, operation, care and disease prevention. This public-private partnership model contributes to building a medical AI ecosystem that adheres to global standards, creating more opportunities for "Make in Vietnam" products to access the international market.
Speaking at the ceremony, Permanent Deputy Minister of Health Vu Manh Ha affirmed that the signing of the cooperation agreement is a step to concretize the spirit of the resolutions to make Vietnam one of the pioneering countries in shaping the global medical AI governance framework.

Currently, the Ministry of Health is orienting the implementation of three important strategic pillars: institutionalizing governance and ensuring data security; building internal capacity and the health data ecosystem; promoting application and international cooperation.
On this occasion, Deputy Minister Vu Manh Ha suggested that the National Center for Health Information in the coming time focus on establishing an interdisciplinary technical working group, regularly coordinating with specialized units; building a framework for the process of appraisal - risk management - post-deployment monitoring of medical AI, harmonizing international standards but complying with Vietnamese law; piloting for 12-18 months at a number of hospitals and grassroots levels, establishing a transparent assessment and monitoring mechanism (KPI), protecting privacy and personal data of patients...
The Ministry of Health also requested international organizations to continue providing technical support, sharing tools and methods for responsible AI management, and providing specialized training according to Vietnam's needs.
On the part of technology enterprises, comply with ethical and legal standards; coordinate and publicly disclose development roadmaps, transparently test, and ensure information security.
