The Department of Agriculture and Environment must strengthen inspection and supervision of animal disease situations; when detecting diseased animals, organize to thoroughly handle outbreaks, not allowing new outbreaks to arise; proactively and promptly implement policies to support livestock farmers who suffer losses due to disease in accordance with the law; strictly handle cases of concealing epidemics, slow reporting leading to the spread of epidemics, dumping dead animals leading to the spread of epidemics and environmental pollution.
Concentrate resources on building disease-free livestock facilities and areas; prepare adequate vaccines, chemicals, and supplies for disease prevention and control and response when disease outbreaks occur; coordinate with market management and relevant agencies to strengthen inspection, supervision, detection, and strict handling of cases of trading and transporting sick animals; establish a working group to inspect and urge the prevention and control of animal diseases, especially inspect and rectify vaccination, monitoring, warning, and reporting of diseases.
Localities need to continue to direct relevant units to review and deploy the first phase of vaccination in 2025 according to plan, ensuring that the rate reaches over 80% of the total herd at the time of vaccination, paying special attention to high-risk livestock and poultry that have been vaccinated but are about to expire their immunity period. Localities must proactively monitor livestock and poultry diseases, especially in areas where epidemics have occurred, high-risk areas to detect early, warn and handle thoroughly when new epidemics are discovered; strictly handle cases of concealment and failure to report leading to widespread epidemics; guide livestock owners to strictly apply biosecurity measures; Regularly clean and disinfect the livestock environment with lime powder and chemicals to destroy pathogens and disease-carrying insects... Along with that, localities increase information and propaganda on disease prevention and control measures in livestock, the harmful effects of diseases, the dangerous nature of diseases, the benefits of vaccinating livestock, regulations on penalties for cases of non-compliance with vaccination for livestock; content suitable for each type of livestock, risk areas...
