The meeting was connected online to 34 provinces, cities and 3,321 communes, wards and special zones nationwide. Attending the meeting at the Thai Nguyen province bridge were comrades: Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nong Quang Nhat, Vice Chairman of the Provincial People's Committee.
Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his deepest condolences to the families of those affected by natural disasters, especially those who died or went missing in the capsized ship Blue Bay 58 in Ha Long (Quang Ninh), and in the recent storm No. 3. The Prime Minister also shared the loss and huge property damage to the people in mountainous communes in Nghe An , which are suffering from unprecedented floods caused by the storm's circulation.

The National Steering Committee for Civil Defense on Natural Disaster Prevention, Control and Search and Rescue in 2025 stated: In 2024, natural disasters in Vietnam will be very severe and extreme in all regions of the country. Consequences: 519 people died and went missing; economic damage is estimated at VND 91,622 billion (10 times higher than in 2023 and more than 4 times the average of 10 years, from 2014-2023).
At the meeting, delegates reported on some of the results of civil defense leadership in 2024 and the first months of 2025, and proposed contents in natural disaster prevention. Concluding the meeting, Prime Minister Pham Minh Chinh emphasized: Ministries, branches and localities need to shift their mindset from passive response to proactive prevention, taking people as the center and subject to build communes, wards and special zones as fortresses for natural disaster prevention; build the "3 must" principle: Must defend early and from afar; must respond calmly, wisely, promptly, appropriately, safely and effectively; and must join hands, with all people, comprehensively and completely.
The Prime Minister also assigned specific tasks to the ministries and branches that are members of the Steering Committee. Specifically, the Ministry of National Defense, as the standing agency, needs to coordinate with the Ministry of Agriculture and Environment to focus on seriously leading civil defense according to the direction of the General Secretary and state agencies; not to be passive, surprised, or interrupted.
The Ministry of Agriculture and Environment coordinates the implementation of disaster mitigation measures, disseminates information on civil defense work; proactively forecasts and warns of hydrometeorology. The Ministry of Science and Technology strengthens digital transformation in disaster prevention. Localities continue to do a good job of information, dissemination and coordination with forces to respond promptly and effectively overcome natural disasters...
