Thorough and comprehensive training preparation.

In 2025, implementing the Military and National Defense Work Directive of the Chief of the General Staff of the Vietnam People's Army, the entire army actively and proactively deployed comprehensive and synchronized training preparations. According to the General Staff's assessment, training preparations were conducted seriously, meticulously, and according to plan, creating an important foundation for improving training quality and meeting the requirements of building a lean, efficient, and strong army in the new situation. First and foremost, leadership and guidance were implemented synchronously and uniformly; Party committees and commanders at all levels seriously grasped the resolutions and directives from higher authorities regarding training tasks in 2025, issuing comprehensive thematic resolutions, plans, and training guidelines tailored to the characteristics and tasks of each agency and unit.

The units have reviewed and strengthened the staff at all levels; organized training and refresher courses for training officers, ensuring the right target audience, sufficient content, and uniformity in content, methods, and training procedures. The organizational, management, and operational skills of the training staff have been gradually improved, meeting the requirements of the mission. The system of documents, lesson plans, models, and teaching aids has been relatively complete. Agencies and units have proactively developed and approved training plans; compiled and approved lesson plans and lectures in accordance with regulations. They have proactively renewed and improved models and teaching aids; training grounds and practice areas have been renovated and constructed; and the material facilities, weapons, equipment, and logistics-technical support for training have been well prepared.

According to information from the Department of Military Training and Schools (General Staff), training preparation at all levels has been implemented synchronously, uniformly, and in depth, creating a legal basis and direction for the effective implementation of training tasks. In 2025, the General Staff will conduct inspections of training preparation for 18 units; monitor, inspect, and guide the first month of training for 26 units; guide and inspect 5 units in building model units for excellent physical training of the Ministry of National Defense ; and guide 8 units in conducting experimental training of advanced shooting exercises... Thanks to this, units have been able to better prepare for training and promptly overcome limitations and shortcomings. During the training process, officers have grasped and correctly implemented the motto "basic, practical, and solid" and the 3 viewpoints, 8 principles, and 6 combinations; organizing basic, synchronous, and in-depth training for troops. Training to improve skills in exploiting and using technical weapons and equipment, especially mastering new technical weapons and equipment, and weapons and equipment improved and produced by Vietnam's defense industry; training in defense against high-tech weapons; closely integrating military training with political education, building a regular army, and managing discipline...

However, in reality, the preparation for training in 2025 in many units still reveals limitations, especially the general nature of training plans that are not closely aligned with the unit's characteristics and tasks; the quality of lesson plans by some officers is not high, and training methods are slow to innovate; the physical facilities for training in some units are still lacking and dilapidated; investment in and improvement of models and teaching aids have not met the requirements; and the inspection and review of training preparations in some units have not been rigorous enough...

"Raising the bar" for officers and organizing training in a scientific and effective manner.

According to Major General Vu Viet Hung, Director of the Military Training and School Department, in preparation for the 2026 training mission, units are proactively training and developing officers, building thorough plans and programs; strengthening inspection, monitoring, and situational awareness, and promptly guiding subordinate units to overcome shortcomings and limitations, in order to improve the quality of training and meet the requirements of the mission in the new situation.

From 2026 onwards, in order to implement the policy of building a revolutionary, regular, elite, and modern army, the most important aspect is improving the quality of training. In carrying out training tasks, agencies and units must have scientific, synchronized, unified, and decisive solutions to effectively organize and implement everything from preparation, innovation in content and methods, to guidance, management, and organization of training. Accordingly, the entire army will continue to thoroughly understand and strictly implement the resolutions of the Central Military Commission on improving the quality of training and education for the period 2023-2030 and beyond, and the Chief of the General Staff's directive on military and national defense work in 2026. From there, they will proactively and effectively prepare for training in all aspects, from personnel, weapons and equipment, training grounds, and training models, teaching aids, and training materials.

Recently, the General Staff directed the training of officers throughout the army with many new and practical contents. These included several new topics related to combat training, such as: techniques for approaching targets at night under conditions where the enemy uses modern observation equipment; camouflage and deception to counter enemy observation and reconnaissance using high-tech equipment; an overview of the classification, application, usage trends, and equipment of unmanned aerial vehicles (UAVs) throughout the army; the role and position of digital data in the national digital transformation process, data center planning, and the Ministry of National Defense's digital data development plan... Officers from various units also received systematic and standardized training on the procedures for using explosives, practicing simulated scenarios in exercises; and ensuring safety in the construction of combat structures. Political education, logistical and technical support... These are essential issues for units to proactively prepare for training with the determination to improve the quality of combat training, meeting the requirements of the mission in the new phase.

Major General Truong Manh Dung, Commander of Military Region 1, stated: Following the directives of the Minister of National Defense and the Chief of the General Staff, especially incorporating the content of the recent all-army officer training, the Party Committee and Command of Military Region 1 have directed subordinate agencies and units to carefully study the content, ensuring it is closely aligned with the actual situation of their units and localities; thereby, effectively preparing for training in all aspects, ensuring the best possible completion of the 2026 training mission.

Speaking at the closing ceremony of the recent all-army training course, General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff, and Deputy Minister of National Defense, spent considerable time analyzing and requesting all units in the army to thoroughly understand and implement the training tasks to meet the requirements of the new phase.

According to General Nguyen Tan Cuong, innovating and improving the quality of training is like building a solid house. First, you must prepare good materials. This means cultivating a team of skilled officers; next, you must design a scientific blueprint—that is, build a rational, detailed plan with clear hierarchical levels; and then implement it seriously, correctly, and effectively. Units must strengthen training according to the motto "basic, practical, and solid"; applying creative training methods that are relevant to the target audience and reality. First and foremost, you must focus on organizing serious, practical, and effective training and development for officers so that the officers have dedication, qualifications, capabilities, and good training methods and conduct. Only then can they effectively convey the training content to the troops and units. Officer training must be carried out regularly, with weekly and monthly plans, during the review of lesson plans, and even during the training process if any officer is found to be weak or lacking. In addition, a scientific, rational, and specific training plan and schedule must be developed, ensuring that training progresses from easy to difficult, from simple to complex, and is relevant to the target audience, tasks, and geographical area; the training methods must be easy for the troops to understand, remember, and implement.

The Chief of the General Staff requested that all agencies and units throughout the army clearly identify solutions to innovate the content and methods, and improve the quality of training and exercises at all levels; and to adequately prepare training grounds and training materials, especially those materials that support new training content. In particular, it is necessary to strengthen the education and dissemination of tasks so that all officers and soldiers correctly understand the necessity and have the determination to improve the quality of training, meeting the requirements of the mission.
