Received nearly 400 samples of martyrs' remains for DNA testing

In the first 6 months of 2025, the Department of Meritorious People received nearly 400 samples of martyrs' remains for DNA testing, responding to the hope that martyrs who sacrificed for the Fatherland will be gathered and identified.

Information from the Department of Meritorious People ( Ministry of Home Affairs ) said that in the first 6 months of 2025, this agency received 397 samples of martyrs' remains for DNA testing, demonstrating a strong commitment to returning the names of heroes and martyrs who died for the Fatherland.

The Department of People with Meritorious Services has received 397 samples of martyrs' remains for DNA testing.

The Department of Meritorious People also appraised martyr recognition files, submitted them to the Ministry and the Prime Minister to issue 196 new Certificates of National Merit; reissued 1,959 Certificates of National Merit; issued extracts of 56 martyr files, and looked up more than 2,550 martyr files.

One year ago, at the end of July 2024, the DNA Gene Bank for unidentified martyrs and their relatives was officially established.

The Bank aims to realize the goal of identifying martyrs' remains by DNA identification method for about 20,000 martyrs' remains by 2030; strive to verify and conclude 60% of martyrs' graves with missing information in martyrs' cemeteries by empirical method.

In 2024, the above Gene Bank received nearly 2,100 samples of martyrs' remains for DNA identification and 303 biological samples of martyrs' relatives for DNA analysis and identification.

In the spirit of continuing the tradition of "Repaying gratitude", the Department of People with Merits is coordinating with relevant agencies to review and develop a Decree to replace Decree No. 131/2021/ND-CP, expected to be submitted to the Government in the fourth quarter of 2025.

This Decree will be an important document detailing and providing measures for implementing the Ordinance on Preferential Treatment for People with Revolutionary Contributions, inheriting, amending and supplementing from practice, while reflecting newly arising contents, ensuring consistency with the current situation and people's aspirations.

At the same time, the Department of People with Merits is also completing the Decree adjusting the monthly allowance regime for youth volunteers who completed their tasks in the resistance war and youth volunteers in the southern region who participated in the resistance war in the period 1965-1975, expected to be submitted to the Government in the third quarter of 2025.

Also in 2025, the Ministry of Labor, War Invalids and Social Affairs (now the Ministry of Home Affairs) issued Circular No. 05/2025/TT-BLDTBXH dated February 28, 2025 stipulating technical and economic norms for DNA identification services and identifying martyrs with missing information. This has created more favorable conditions for identifying martyrs, contributing to bringing them back to their families and homeland.
