"Support" workers to work abroad under contract

The preferential loan policy of the Provincial Branch of the Bank for Social Policies (CSXH) for workers working abroad under contract has become a "fulcrum", helping hundreds of households improve their lives and opening up opportunities for sustainable development.

The family of Do Van Quan and Luc Thi Yen in Ban Lau commune is a typical example. Previously, the couple only relied on a small amount of land, with low and unstable income. During the off-season, they had to work for hire but it was not enough to cover living expenses. When commune officials and credit officers from the Social Policy Bank informed them about the loan program for working abroad under contract, Quan's family boldly learned about it and applied for a loan.

In 2022, the couple received a disbursement of 200 million VND to work in Taiwan (China). Here, they worked on livestock and agricultural farms. Mr. Quan shared: "Working abroad helped us accumulate a lot of experience, especially pig and chicken farming techniques and clean vegetable growing methods." After 4 years, the couple not only paid off all their bank debt but also had enough savings to build a new, spacious house and buy more garden land and hilly land to build a comprehensive farm in their hometown.

In Cao Son commune, Mr. Vang Trang also received a loan to work abroad under a contract. Mr. Trang shared: “In the village, there are many people who work abroad under a contract and send money back to build a nice house, that is the motivation for me to participate. My family is still in difficulty, when the bank lent me 100 million VND, I was very excited and will try to work hard to earn an income and improve my life.”

The story of Quan and Trang’s family is just two of hundreds of workers in Lao Cai who have changed thanks to access to preferential capital to work abroad under contract. For many poor workers, timely loans not only open up opportunities to work in a new environment but also help them accumulate experience, practice industrial style and improve their skills, creating a solid foundation for economic development when returning home.

Determining that sending workers to work abroad under contracts is an important direction in the strategy of sustainable poverty reduction and human resource development, Lao Cai province has synchronously deployed many solutions, typically Resolution No. 45/2024/NQ-HDND and Project 1557 on sending workers to work abroad for the period 2024 - 2030. The Department of Home Affairs - the focal advisory agency has coordinated with relevant sectors to promote propaganda on policies to support workers in many flexible forms, suitable for each target group. In particular, preferential loan policies have become an important support, helping poor workers have the opportunity to work abroad.

To make it easier for people to access information, the Provincial Social Policy Bank Branch has fully posted the loan policy at the transaction points of communes and wards, and has coordinated with the entrusted socio-political organizations to organize direct communication sessions to each village and residential group. Thereby, people are given specific answers about loan amounts, loan procedures, working conditions in foreign markets, as well as rights and responsibilities when participating in labor abroad.

According to the Provincial Social Policy Bank Branch, workers can borrow up to 100 million VND depending on each subject and actual needs, with preferential interest rates and flexible loan terms, without the need for collateral. Thanks to this humane policy, many ethnic minority workers, poor households, and near-poor households have boldly registered to work in high-quality markets such as Japan, Korea, Taiwan (China), Qatar, etc.

According to statistics from the Department of Home Affairs, in the period of 2024 - 2025, the whole province has 1,987 workers working abroad under contracts, an increase of 152.2% compared to 2023. This data shows the attraction of the program of sending workers to work abroad under contracts as well as the clear effectiveness of preferential credit policies. In the period of 2026 - 2030, Lao Cai province aims to send 10,000 workers to work abroad under contracts, expanding employment opportunities and increasing income for people.

In 2025, the Provincial Social Policy Bank Branch disbursed VND 11.3 billion to 134 workers to borrow capital to work abroad under contract. To date, the total outstanding loan balance of the program has reached VND 17.4 billion, with 248 customers still having outstanding loans.

The policy of supporting loans for workers working abroad under contracts has helped many families escape poverty, and also contributed to improving the quality of human resources and promoting local socio-economic development.
