Criteria for identifying high-quality digital technology industry human resources

DNVN - The Ministry of Science and Technology has proposed detailed criteria to identify high-quality digital technology industry human resources in the draft Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Digital Technology Industry.

The Ministry of Science and Technology proposed many criteria to identify high-quality digital technology industry human resources.

According to the draft Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Digital Technology Industry, high-quality digital technology industry human resources are individuals operating in the digital technology field, belonging to one of the following subjects:

- Personnel working at enterprises and organizations operating in the digital technology industry that meet the provisions of Clause 2.

- People who are studying, teaching or researching at universities or research organizations that meet the provisions of Clause 3.

- Cadres, civil servants and public employees working at state agencies and public service units with the function of managing and developing the digital technology industry that meet the provisions of Clause 4.

- Experts, founders, engineers, scientists or individuals with outstanding contributions in the field of digital technology but not falling into the cases specified in points a, b and c of this clause and meeting the provisions in clause 5.

Personnel working at digital technology enterprises and organizations are identified as high-quality digital technology industry human resources when meeting one of the following criteria:

- Their annual income from digital technology work is at least 10 times higher than Vietnam's average national income, according to officially published figures.

- Are people holding key leadership positions (Chairman, General Director, CEO or equivalent titles) at digital technology organizations and enterprises. These enterprises must be in the list of 100 enterprises with the largest capitalization in Vietnam (according to rankings of prestigious domestic organizations) or 500 largest enterprises in the world (according to announcements from prestigious international organizations).

- Are senior engineers or technical experts, with at least 5 years of experience working at leading international technology companies, holding key roles (Head of Department, Deputy Head of Department, Project Manager or equivalent title) in designing or implementing digital technology solutions in strategic technologies such as AI, big data, cybersecurity, IoT, blockchain, or other important digital technology fields.

People studying, teaching or researching at universities and research organizations are identified as high-quality digital technology industry human resources when meeting one of the following criteria:

- Graduated from university or higher in digital technology within the past 5 years from universities in the top 100 in the world (according to prestigious international rankings published in the last 3 years) and have achievements in scientific research or participated in projects in the field of digital technology and innovation.

- Graduated with honors in digital technology from universities and have outstanding research achievements or national or international awards in the field of digital technology.

- Lecturers and researchers with a doctorate degree or higher, currently working at higher education institutions or research organizations in the top 500 universities in the world (according to prestigious international rankings in the last 3 years). They must also have at least one scientific article published in prestigious international journals in the last 5 years or preside over at least one national or international research topic or project in the field of digital technology.

Officials, civil servants and public employees working at state agencies are identified as high-quality digital technology industry human resources when meeting one of the following criteria:

- Holding the position of Department Head, Bureau Head or equivalent positions at state agencies with the function of building, managing and implementing policies and strategies for developing the digital technology industry.

- Being a person with a job position of senior specialist in digital technology management or higher, within 5 years having presided over or participated in the development of at least one legal document at the decree level or higher or a national program or plan in the field of digital technology industry, and being commended or highly appreciated by competent authorities.

- Being a person with a job position of digital technology management specialist or higher with at least 10 years of experience in the field of digital technology industry, in the past 5 years having chaired or directly participated in drafting at least one legal document at the decree level or higher or a national program or plan in the field of digital technology industry, and being commended or highly appreciated by competent authorities.

Experts, founders, engineers, scientists or individuals with outstanding contributions in the field of digital technology are identified as high-quality digital technology industry human resources when meeting one of the following criteria:

- Awarded international awards in the field of digital technology.

- Has inventions in the field of digital technology that have been commercialized.

- Being a founder or founding member of a digital technology startup that has received investment capital from a venture capital fund, participated in a prestigious incubation program, or won awards in national or international innovation competitions recognized by the Ministry of Science and Technology.

- Have special expertise in some specific fields of the digital technology industry that are currently lacking domestically.

These criteria help create a clear legal framework to identify and evaluate high-quality digital technology human resources. This not only supports the development of the digital technology industry but also contributes significantly to building a strong digital economy.

The Ministry of Science and Technology is soliciting comments on this draft on the Ministry's Electronic Information Portal.
