At the workshop, Deputy Director of the Department of Construction, Chairman of the Da Nang City Construction Association Vo Tan Ha said that over the past decade, BIM has made very encouraging initial progress in Vietnam in general and Da Nang City in particular. However, the current implementation of BIM still has many worrying gaps.
Many projects apply BIM but only stop at the level of 3D demonstration models, not integrating progress - cost - operation management; management agencies do not have tools to monitor model quality; businesses are hesitant to invest due to the lack of incentive policies or risk sharing mechanisms; lack of data connection between design - construction - operation; especially lack of a synchronous leading institution to turn BIM from a technology model into an urban management and national governance tool.
Therefore, the workshop aims to identify and correctly assess existing problems, limitations, causes and propose solutions, especially regarding mechanisms, institutions and policies for BIM development in Vietnam in general and Da Nang city in particular.
Delegates proposed to develop a BIM development project for Da Nang city until 2035, with a clear roadmap, specific goals and a list of key projects; establish a BIM Coordination Office for Da Nang city as a focal point for guidance, control, synthesis, training and connection of parties; select a number of typical public investment projects to pilot the Regulatory Sandbox BIM, thereby perfecting policy mechanisms, standardizing processes and evaluating actual effectiveness.
Along with that, delegates expressed their opinions on developing a local CDE system and a localized BIM Object library, helping to increase connectivity, save costs and create a basis for city-wide data modeling. Closely connecting the State - enterprises - training facilities to develop a multi-layered team of BIM experts.
Chairman of the Vietnam Construction Association Dang Viet Dung acknowledged the comments at the workshop and said that he would compile the workshop results into a detailed report, sending it to the Government, the Ministry of Construction , the People's Committee of Da Nang City, the Vietnam Construction Association, the City's Union of Science and Technology Associations and related units.
According to Mr. Dang Viet Dung, this is the starting step in the process of building the BIM Development Project of Da Nang city, integrated with strategies on smart cities, digital transformation and effective public investment; supporting the formation of a network of local BIM experts, with the capacity to verify models, train human resources and advise on public-private projects...
“In the context of the world entering the era of “data as a strategic resource”, BIM is the gateway to enter the management of construction - projects - cities with digital technology, system thinking and data capacity. If BIM is not mastered, it will fall behind not only in technology, but also in productivity, investment efficiency and quality of urban development.”
