The National Assembly discussed the draft Law on Cyber Security and amended the Law on Protection of State Secrets.
According to the meeting agenda, this morning (November 7), the National Assembly will listen to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present a report on the draft Law on Planning (amended) and the adjustment of the National Master Plan for the 2021-2030 period.
Next, listen to Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present the draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning.
Then, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai will present a report on the above three contents. The National Assembly will spend the rest of the morning discussing these contents in groups.
In the afternoon, the National Assembly will discuss in the hall the draft Law on Cyber Security and the draft Law on Protection of State Secrets (amended).
Notably, the draft Law on Cyber Security stipulates that the Ministry of Public Security is responsible for ensuring information security in cyberspace and data security; building a mechanism to manage IP identification; authenticating digital account registration information; warning and sharing information on cyber security and cyber security threats.
Enterprises providing services on cyberspace are responsible for identifying the Internet addresses (IP addresses) of organizations and individuals using Internet services, providing them to specialized forces in charge of protecting network security for management to serve the work of ensuring network security...
The Committee on National Defense, Security and Foreign Affairs is the examining body that proposed to fully supplement the list of prohibited acts, especially the use of artificial intelligence to create, edit, and spread false information, impersonation, fraud, etc.
At the end of the discussion session, the Minister of Public Security will explain and clarify a number of issues raised by National Assembly deputies.
What should Vietnam do to face the challenge of an aging population?
In the news in the report titled "Generation Challenge: Adapting to an Aging Population" just released, HSBC said that Vietnam is emerging as a country on the threshold of profound population change.
Accordingly, HSBC said that the dependency ratio of the elderly in Vietnam is not as high as in developed countries, but the trend is also very alarming. Vietnam is soon to become one of the countries with the fastest aging population in Asia, facing an increasingly approaching aging population, requiring timely policy action.

"Vietnam is on track to transition from an 'aging' society to an 'aged society' in less than 20 years, while it took Japan 24 years to reach that transition point. This means Vietnam has less time to prepare in terms of infrastructure, finance and social security systems," HSBC said.
To respond to this complex demographic challenge, HSBC believes that Vietnam needs to promptly implement proactive and comprehensive policies, focusing on longevity, labor force participation and family support.
Preventive health care and health insurance must be prioritized first. Expanding preventive health care to include both the elderly and adolescents is key to controlling and reducing costly acute health care costs.
Second, the Government needs to implement policies that strongly encourage childbearing and family formation.
Finally, policies need to be open to the concept of active aging and economic life cycle adjustment. In the context of a global shift towards less physically demanding, more service-oriented occupations, raising the retirement age is a necessary step to sustain the workforce and national pension systems.
HoSE's market capitalization is equivalent to 63.02% of GDP
According to a recently released report, HoSE said that as of the end of October 2025, the floor had 669 listed and traded securities, including 394 stock codes, 4 closed-end fund certificates, 18 ETF fund certificates and 253 covered warrant codes with a total listed securities volume of nearly 195.24 billion securities.

Western oil giant has 0 VND revenue
Nam Song Hau Petroleum Investment and Trading Joint Stock Company (PSH) has just announced its business results with remarkable results.
Accordingly, the company's revenue in the third quarter was 0 VND. Meanwhile, it still had to bear many other expenses. Interest alone was nearly 121 billion VND. After deducting other expenses, the company reported a loss after tax of nearly 151 billion VND.

Who is supported with 100% health insurance in Ho Chi Minh City?
The Ho Chi Minh City People's Committee has just submitted a document to the City People's Council on the draft Resolution regulating the level of support for health insurance contributions for the elderly and students in the city.

The People's Committee of Ho Chi Minh City proposed to support an additional 50% of health insurance premiums for high school students and general education students (students studying the continuing education program at the junior high school level and students studying the continuing education program at the high school level) in public and non-public educational institutions.
Support 100% of health insurance premiums for the elderly from 65 to under 75 years old who have registered for permanent or temporary residence and are actually living in the city and have not received health insurance support from other policies.
The estimated budget for implementing the policy for 1 year is 1,953 billion VND. The expected time to submit the policy to the City People's Council for approval at the 5th session (November 2025).
