The conference was held in person at the Hanoi Party Committee and online at the connecting points of departments, branches, communes, wards, Party Committees under the City Party Committee, and the Vietnam Fatherland Front of the city, with the participation of 3,152 delegates at 212 connecting points.
Must resolve 4 core bottlenecks
Concluding the conference, Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc - Head of the Steering Committee 57 of the Hanoi Party Committee assessed that the work of perfecting institutions, mechanisms and policies has been implemented synchronously and this is one of the key tasks to concretize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and implement the Law on the Capital (amended). These Resolutions have many specific and outstanding policies to promote the development of the science, technology and innovation ecosystem such as: mechanisms and policies on investment, support for the development of the innovation ecosystem, creative startups of Hanoi city; controlled testing (sandbox); pilot establishment of Hanoi Venture Investment Fund; project "Establishing Hanoi Technology Exchange"; project "Establishing Hanoi Innovation Center". Notably, the rate of online applications increased sharply, from 23.45% to 99% in just a few months. “The main spirit of the meeting was not satisfied with the initial results” - the Secretary of the City Party Committee emphasized.

According to the City Party Secretary, the Steering Committee's report at the conference pointed out 17 existing groups, 11 causes and 18 bottlenecks, including 4 major groups. The first bottleneck is related to leadership, direction and enforcement. Although the institution has been opened, the capacity to organize and implement is still weak; the situation of "hot above, cold below" still exists. The city still has 30 overdue tasks; some units are slow to report, coordination is not tight, and assessment is not quantitative. Implementation at the grassroots level is not uniform, some communes have not met all 17 digital transformation criteria.
The second bottleneck is data and infrastructure. Data is still “scattered” and not connected; some units do not share data, demonstrating a “separatist” mindset that greatly hinders operations. Regarding commune-level infrastructure, a survey of 126 units showed that many places have not met the requirements for headquarters, equipment, human resources and network infrastructure.
The third bottleneck is resources. Disbursement of science and technology expenditure in the 2021-2024 period is very low, below 42%, partly due to the trend of saving on expenses to supplement income. Talent attraction policies are not effective; the city has not recruited leading experts, the innovation ecosystem is still fragmented, and there is a lack of highly qualified human resources to lead strategic areas.
The fourth bottleneck is related to service quality. Although the rate of online records has increased sharply, the situation of "delays, delays" and multiple additions still occurs. Some agencies still send and receive documents outside the electronic system. Information security assurance work is not complete, there is no centralized monitoring system; many units have not assessed the level of security and have not periodically backed up data.
From that reality, the Secretary of the City Party Committee clearly stated the viewpoint and motto of action to create substantial changes. First of all, we must firmly adhere to the principle of "Discipline comes first - Resources go together - Results are the measure", ensuring that all efforts are quantified by specific results. At the same time, priority is given to removing institutional bottlenecks, especially sharing data to break down local thinking, along with the mechanism to protect cadres who dare to think and dare to do.
Management thinking must shift to creation and service; data is a common asset, data sharing is a mandatory responsibility. The city also identifies businesses as the center of the innovation ecosystem, with the State playing a creative and leading role. Finally, people and businesses must be at the center of all policies; satisfaction is the most important measure.
Regarding strategic goals, Hanoi aims to become the leading capital of ASEAN in sustainable and innovative development. The digital economy is expected to account for 40-50% of GRDP by 2030; growth will reach at least 11%/year; spending on science and technology will reach over 4% of GRDP. The city aims to train 50% of workers with digital skills, develop 50,000 digital human resources/year through cooperation with major universities; and build a Hanoi Talent visa mechanism for international experts.
Regarding the ecosystem, the city aims to have 5,000 startups, 20% of which will have revenue of 100 billion VND; and form a venture capital fund of at least 1,000 billion VND. Regarding infrastructure, Hanoi will develop Hoa Lac High-Tech Park into a growth pole, ensuring 100% of households and businesses access to high-speed internet, and build a green smart city with IoT, AI and 5G/6G networks.
Strengthening Steering Committee 57 in a streamlined and specialized direction
To ensure the achievement of the goal, the Party Secretary requested institutionalizing and replicating a breakthrough implementation governance model for complex, inter-sectoral tasks. This model consists of three pillars: clearly defining goals linked to specific contexts and deadlines; building a transparent, real-time measurement system; and establishing working groups with sufficient authority to coordinate inter-sectoral work, directly remove difficulties, and urge progress.
Regarding the upcoming tasks, Secretary of the City Party Committee Nguyen Duy Ngoc requested to focus on directing the immediate implementation of key tasks. In particular, regarding the work of organization, direction, discipline and order, the City Party Committee Office was assigned to urgently complete the merger of Steering Committees 57 and 204, and advise on the establishment of an expert advisory group. To be completed in November 2025. Steering Committee 57 of the Hanoi Party Committee needs to be streamlined and specialized, divided into four specialized groups: Institutions - Infrastructure - Human Resources - Innovation, linked with quantitative targets and weekly progress reports. Focus all resources, thoroughly complete 12 overdue tasks under the direction of the Central Committee and 18 overdue tasks of the City.

The City Party Secretary requested the City Party Committee's Inspection Committee to inspect and supervise the implementation of Resolution No. 57-NQ/TW, supervise the implementation of the City Party Committee's directive conclusions, report on irresponsible groups and individuals, violations of discipline and information reporting regime.
Regarding institutions and policies, the City Party Secretary assigned the City People's Committee Party Committee and the City People's Council Party Committee to focus on leadership and direction to immediately complete guiding documents to bring the 7 Resolutions of the People's Council on science, technology, and innovation into life and promote effectiveness. The Department of Science and Technology shall preside over and coordinate with the Department of Justice to review and propose amendments to the decentralization, authorization, and testing mechanisms (sandbox). In November 2025, the Inter-sectoral Coordination Regulations must be completed and 6 specialized Resolutions of the City People's Council on the Center for Innovation, Technology Exchange, Venture Capital Fund, sandbox, and policies to support the startup ecosystem must be fully implemented.
To immediately resolve core data bottlenecks, the City Party Secretary assigned the Department of Science and Technology to preside over, work with, and request units that have not yet opened data to open data and connect immediately, to be completed by November 2025. Announce the City's shared data catalog before December 31, 2025. Specialized databases must operate, ensuring the criteria of "correct - sufficient - clean - alive - unified - shared".
Regarding commune-level infrastructure, the City Party Secretary assigned the Department of Finance and the Department of Science and Technology to urgently report to the City People's Committee on a plan to synchronously invest in IT infrastructure for 126 communes and wards. The "unsatisfactory" situation must be completely resolved in early 2026.
The City Party Secretary also requested the establishment of a special working group on disbursement and digital infrastructure, headed by a Vice Chairman of the City People's Committee, and must operate regularly and review weekly. The Department of Science and Technology must urgently complete the task to ensure accuracy and flexibility in the face of rapid changes in technology. The Department of Home Affairs is assigned to preside over and coordinate with the Department of Science and Technology to develop a policy to attract talent. Regarding administrative procedure reform, the Secretary of the Hanoi Party Committee requested departments and branches to focus on restructuring all 50 key administrative procedures. Provide full online public services for 100% of procedures in the business sector before December 20, 2025. For the Public Administration Center, before December 5, 2025, it is necessary to complete the consolidation of the Public Administration Service Center according to a centralized, unified, modern model, synchronously connecting 100% of communes and wards.
Regarding the recommendations and proposals of the communes and wards, the Secretary of the City Party Committee assigned the City Party Committee Office to consult the documents of the Steering Committee 57 of the City Party Committee to assign the City People's Committee Party Committee to direct specialized agencies to consider and specifically respond to the above recommendations and proposals in November 2025.
