On the afternoon of September 12th, the Provincial Party Committee held its 3rd (special) meeting to discuss the preparation of the agenda and documents for the 1st Provincial Party Congress, term 2025-2030. Comrade Hau A Lenh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, chaired the meeting.

Continue the discussion on the content of the Congress documents.

The conference discussed and approved the following documents regarding the organization of the First Provincial Party Congress, term 2025-2030: a submission requesting approval for some program contents of the Congress; a report on incorporating the conclusions of the Politburo at the working session and providing feedback on the draft documents to be submitted to the First Provincial Party Congress; and the 8th draft of the Political Report of the First Provincial Party Congress, term 2025-2030, after incorporating the conclusions of the Politburo as stated in the aforementioned report.

Through reports and direct discussions at the conference, it was revealed that: Regarding the theme of the Congress, delegates unanimously agreed to adjust and revise it to be more concise and succinct, clearly reflecting five main elements: Promoting the revolutionary traditions of the homeland; enhancing the leadership capacity and fighting strength of the Party organization and Party members; developing the economy and society rapidly and sustainably; closely linking with maintaining national defense, security, and foreign relations; and accompanying the whole country in steadily advancing in the era of national progress.

Regarding the assessment of the 2020-2025 term: Many opinions suggested clarifying both the advantages and disadvantages after the merger, emphasizing the advantages of expanding development space and regional connectivity, but also highlighting limitations due to development disparities and high poverty rates. Accordingly, it is necessary to define targets that are both realistic and demonstrate the determination of the entire political system, especially regarding the target for state budget revenue.

Delegates generally agreed to retain the three breakthroughs (institutions, infrastructure, and human resources), but added content on education, healthcare, and sustainable poverty reduction within the human resource development area. Regarding Party building: Delegates proposed focusing on improving the quality of Party branch meetings (according to Directive 50-CT/TW), reforming inspection and supervision from a "passive" to a "proactive" approach, strengthening the application of digital transformation in supervision work, and building "four-good" Party committees and "four-good" Party branches.

The conference agreed that the number of members of the Party Committee's Inspection Committee at the commune/ward level should not exceed 5 members for merged units and not exceed 3 members for non-merged communes.

At the conference, the Provincial Party Committee disseminated documents from the Central Committee, including: Notice No. 289-TB/VPTW, dated August 22, 2025, from the Central Party Office on the conclusions of General Secretary To Lam at the working session with the Standing Committee of the Tuyen Quang Provincial Party Committee; Conclusion No. 185-KL/TW, dated August 22, 2025, of the Politburo and Secretariat on strengthening leadership and guidance in organizing party congresses at all levels leading up to the 14th National Congress of the Party; and Conclusion No. 190-KL/TW, dated September 3, 2025, of the Politburo and Secretariat on continuing to strengthen leadership and guidance in organizing party congresses at all levels. Conclusion No. 188-KL/TW, dated September 11, 2025, of the Politburo on the orientation of the number of members of the Executive Committee, Standing Committee, and deputy secretaries of provincial and city Party committees for the 2025-2030 term; Conclusion No. 183-KL/TW, dated August 1, 2025, of the Politburo and Secretariat on actively implementing and operating the two-tiered local government model; Conclusion No. 186-KL/TW, dated August 29, 2025, of the Politburo and Secretariat on the situation and results of the operation of the political system and two-tiered local government apparatus.

The conference also reviewed the following documents: Draft Report on the review of the Provincial Party Committee's Executive Committee for the 2020-2025 term; Draft Resolution of the First Provincial Party Congress, 2025-2030 term; Draft Action Program of the First Provincial Party Committee's Executive Committee, 2025-2030 term; and the Summary Report of opinions on the draft documents of the 14th National Congress of the Party.

Demonstrating determination to successfully organize the Congress.

Concluding the conference, Provincial Party Secretary Hau A Lenh requested the Provincial People's Committee to incorporate the opinions expressed at the conference and continue reviewing and reassessing the socio-economic development targets to ensure feasibility and demonstrate a commitment to effective implementation. The data review must be completed in writing before September 15th for inclusion in the document. He also requested the Congress Document Subcommittee to incorporate feedback on the technical presentation of the document, including its structure, wording, and correct terminology to avoid duplication; ensuring consistency from the assessment of targets to the implementation solutions. This work needs to be completed before September 15th to allow for timely printing of the document.

Regarding the Draft Resolution and Action Program, the comrade requested that the drafting agency adhere to the Central Committee's requirements, align with the Political Report, and ensure it is concise, easy to remember, easy to understand, easy to implement, and easy to monitor during implementation. The Action Program must ensure that no tasks or targets are overlooked, assign specific responsibilities to implementing agencies, and include a roadmap... Relevant agencies should coordinate in developing the Action Program to ensure uniformity in implementation.

Regarding the order of the Congress, according to the Central Committee's directive and the consensus of the Provincial Party Committee, the first Provincial Party Congress, for the 2025-2030 term, will be held. Accordingly, all related matters must be consistent with the correct order of the Congress. To ensure readiness for the Congress, the Provincial Party Secretary requested that the reception and ceremonial arrangements be meticulously prepared, with clear assignments of responsibilities to ensure the successful organization of the Congress.

Immediately after the Provincial Party Committee meeting, the Standing Committee of the Provincial Party Committee heard a report from the Party Committee of the Provincial People's Committee on the implementation plan for two projects: the project to preserve and restore the Tan Trao National Assembly Standing Committee historical site and the project to renovate and upgrade the Tan Trao - Trung Yen revolutionary road, in celebration of the 80th anniversary of the first general election to elect the Vietnamese National Assembly.
