BHG - On April 12, 2025, General Secretary To Lam, on behalf of the Central Committee, signed and issued Resolution No. 60-NQ/TU (Resolution of the 11th Conference of the 13th Party Central Committee) with many important contents on preparing for the 14th National Party Congress, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, on the project and plan to merge provincial-level administrative units, not organize district-level, merge commune-level, build 2-level local governments...

Immediately after the Resolution was issued, the Politburo and the Secretariat planned to disseminate and implement it in a combined direct and online format to localities across the country on April 16, 2025 with the participation of General Secretary To Lam and other Party and State leaders directly communicating.

The Standing Committee of the Ha Giang Provincial Party Committee issued Plan 731 - KH/TU, dated April 14, 2025, to connect with the Central bridge, quickly disseminate, thoroughly understand and implement the Resolution in the whole province. The conference was connected to the bridge of districts, communes and towns, with the participants being all leaders and former key leaders at the provincial, district and commune levels.
