At the seminar, the representative of the Ministry of Health Office reported on the results of administrative procedure reform in the first 9 months of 2025. By September 30, the Ministry of Health had 282 administrative procedures made public on the National Database, a reduction of 104 procedures compared to 2024; issued 52 decisions to announce new, amend, supplement or abolish administrative procedures; received and processed more than 100 reflections and recommendations from people and businesses. The Ministry has also completed 63/69 decentralized procedures, reaching a rate of 91.3%; fully implemented plans to reduce the requirement to submit a Criminal Record and simplify citizen papers according to Resolution 60/NQ-CP.

In addition to the achieved results, the reform work still has limitations such as the connection and sharing of data between public service systems is not synchronized; lack of specialized human resources; processing software is not unified. In the coming time, the Ministry of Health will continue to implement the plan to reduce and simplify administrative procedures in the field of medical production and business; review food safety procedures; strengthen training, guidance and support for localities to implement in accordance with the spirit of a serving Government , focusing on people and businesses.

In Hai Phong, after implementing the two-level local government model from July 1, 2025, the Department of Health has advised on the announcement of 168 administrative procedures in the health sector (an increase of 16 procedures compared to before), of which 148 are at the provincial level and 20 are at the commune level; shortening the processing time by 50% for 141 procedures and announcing the list of online implementation, regardless of administrative boundaries. However, the locality still faces difficulties because the information system for handling administrative procedures is not synchronized with the National Public Service Portal; some decisions announced by the Ministry are sent late; the connection between the system for granting practice certificates and the software for handling social assistance policies still lacks guidance.

In particular, after decentralization according to Decree 148/2025/ND-CP, the entire authority to issue certificates of food safety qualified establishments was assigned to the Department of Health, causing overload due to limited human resources. The social protection sector also has shortcomings in the confirmation process at the commune level, which need to be adjusted by the Ministry soon.

At the seminar, representatives of the Departments of Health of Quang Ninh, Hai Phong, and Bac Ninh proposed that the Ministry consider amending regulations related to 12 administrative procedures on food safety; allowing the People's Committees at the commune level to grant certificates of food safety eligibility to small establishments; issuing instructions on connecting data between the system of granting practice certificates and the local administrative procedure system; and abolishing procedures that have not arisen for 3 consecutive years.

In his concluding remarks, Mr. Nguyen Anh Tuan - Deputy Chief of Office of the Ministry of Health emphasized that the organization of the seminar is an important opportunity for the Ministry to absorb and perfect regulations, ensuring clarity, transparency, and ease of implementation; at the same time, clearly defining the responsibilities of each level and each sector in the process of handling administrative procedures. The Ministry of Health hopes to continue receiving comments from localities, units and enterprises to improve the effectiveness of administrative reform, contributing to improving the Ministry's PAR INDEX in the coming time.
