On July 19, 2025, on behalf of the Central Executive Committee, General Secretary To Lam signed and issued Resolution No. 69-NQ/TW of the 12th Conference of the 13th Party Central Executive Committee.

The 12th Conference of the 13th Party Central Committee met from July 18 to July 19, 2025 in Hanoi, after reviewing and discussing the submissions and reports of the Politburo ,
RESOLUTION
1. Basic agreement on the content of the following documents:
- The direction of personnel work for the 14th National Congress of the Party includes the direction of allocating the structure and number of official Central Committee members of the 14th term.
- Standards, structure, number and principles for allocating delegates to the 14th National Congress of the Party. The Politburo is assigned to direct the completion, promulgation and implementation of the above documents based on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports.
2. Give opinions on additional personnel planning for the Politburo and Secretariat, term XIV, 2026-2031.
3. Agree on the policy of merging 3 Reports including: Political Report, Socio-Economic Report, Summary Report on Party building work and implementation of the Party Charter (Party building work content); approve the basic content of the draft documents submitted to the 14th National Congress of the Party as follows:
- Draft Political Report to be submitted to the 14th National Congress of the Party.
- Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam.
- Draft Report summarizing the implementation of the Party Charter.
The Politburo is assigned to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports to direct the Documents Subcommittee, the Socio-Economic Subcommittee and the Party Charter Subcommittee to accept and complete the draft documents above to send for comments to the Party Congresses at all levels for the 2025-2030 term as prescribed.
4. Basically agree on some proposed contents of the Government Party Committee on some new issues arising from the practical implementation of the Central Committee's resolutions and conclusions.
- Resolution No. 18-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.
- Resolution No. 27-NQ/TW, dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.
- Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration; Resolution No. 19-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
- Conclusion of the 6th Conference of the 13th Party Central Committee on "Orientation of the National Master Plan for the 2021-2030 period, with a vision to 2050."
The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the completion and unification of the implementation. If necessary, to proactively and promptly resolve arising problems, the Politburo is assigned to decide on a number of new contents under the Central Committee's decision-making authority or different from the contents of the Central Committee's resolutions and conclusions in the spirit of ensuring stability, national development and serving the people, and to report to the Party Central Committee at the nearest conference.
5. Disciplinary action in the form of dismissal from all positions in the Party for comrades: Nguyen Xuan Phuc, former member of the Politburo, former President; Vo Van Thuong, former member of the Politburo, former President; Vuong Dinh Hue, former member of the Politburo, former Chairman of the National Assembly; Le Minh Khai, former Secretary of the Party Central Committee, former Deputy Prime Minister; expulsion from the Party for comrade Nguyen Thi Kim Tien, former member of the Party Central Committee, former Minister of Health.
6. Agree to let comrade Do Duc Duy, member of the Party Central Committee, Minister of Agriculture and Environment cease to hold the position of member of the 13th Party Central Committee and comrade Vo Chi Cong, alternate member of the Party Central Committee, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda and Mass Mobilization Commission of the Can Tho City Party Committee cease to hold the position of alternate member of the 13th Party Central Committee.
7. Give opinions on personnel so that the Politburo can decide to introduce to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the 2021-2026 term.
8. The Party Central Committee reviewed and commented on the Reports on the implementation results of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; on the preparation work for the 14th National Congress of the Party; the situation of the country in the first 6 months of 2025; on the important tasks that the Politburo has resolved since the 11th Central Conference to the 12th Central Conference and a number of key tasks until the 13th Central Conference of the 13th tenure; on new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.
The Party Central Committee calls on the entire Party, people and army to join hands, unite and strive to overcome difficulties and challenges, ensure smooth, effective and efficient operations of local governments at two levels, successfully complete the socio-economic development tasks in 2025 and successfully organize party congresses at all levels towards the 14th National Party Congress.
