On the morning of December 15th, General Secretary To Lam and National Assembly delegates from constituency No. 1 of Hanoi City met with voters in 11 wards, including: Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Hai Ba Trung, Vinh Tuy, and Bach Mai.

The voter outreach meeting took place in person at the Bạch Mai ward headquarters and was connected online to 10 other locations in the remaining 10 wards.

During the meeting, voters raised and proposed many urgent issues regarding the quality of life and sustainable development of the capital city and the country. Voters also expressed concern about the thousands of stalled projects that have dragged on for many years, causing significant waste of social resources, and requested the removal of bottlenecks in mechanisms and policies to expedite project implementation and create momentum for growth.

Speaking at the meeting, General Secretary To Lam shared with voters the requirements and tasks for the coming period to achieve the three major goals of the country that the people are waiting for.

According to General Secretary To Lam, the top priority is maintaining stability, ensuring independence, sovereignty, and territorial integrity, and keeping the country peaceful and secure. This is a particularly important and continuous task throughout all periods, so that the Fatherland can endure and develop sustainably.

Secondly, there is the task of building and developing the country to stand shoulder to shoulder with other nations. The General Secretary emphasized: “We cannot slow down, because the world is moving very fast and very far. Vietnam must advance with the times, with the world, proactively integrate and contribute to world politics, the global economy and the civilization of humankind. We have all the necessary conditions to do that.”

Thirdly, there is the issue of continuously improving the people's living standards. Even with peace and stability in the country, and with economic, cultural, and social development, the ultimate goal remains the people, ensuring their well-being, happiness, and health.

According to the General Secretary, these three tasks must be carried out simultaneously; requiring careful consideration of what each individual and each organization can contribute to achieving these goals.

Informing voters about the preparations for the 14th National Congress of the Party, the General Secretary stated that the preparations are being carried out meticulously, systematically, and thoughtfully, receiving the attention and responsible contributions of the people nationwide. The process of soliciting feedback on the draft documents has been conducted seriously, effectively, and substantively. In just about a month, more than 13 million opinions from over 5 million voters nationwide have been submitted – an unprecedented number. Many opinions are insightful, responsible, and heartfelt, reflecting the people's trust in the Party...

In addition, the subcommittees and relevant agencies are working regularly and seriously to ensure the progress and quality of the preparatory work. It is expected that the Central Committee will soon review and approve the final draft documents to be submitted to the Congress. With the Congress fast approaching, the work is being completed urgently.

The General Secretary highly appreciates and values ​​the contributions and opinions of voters and people nationwide, considering them an important basis for successfully implementing the three major tasks in the coming period.

Regarding the results of the 15th National Assembly term, as well as the results of the 10th session, the General Secretary emphasized that the National Assembly had recently completed a very large volume of legislative work, arguably the most in its history. In particular, the National Assembly amended and supplemented several articles of the 2013 Constitution, which were approved with 100% consensus among National Assembly deputies. This represents a very high level of agreement, because the Constitution is the highest-ranking legal document, guiding the entire legal system.

“In the coming period, we will continue to summarize the Party Platform; summarize 100 years of the country under the Party's leadership; summarize 40 years of implementing the Platform, and 20 years of the 2011 revised and supplemented Platform. Based on that, we will conduct a comprehensive assessment to consider whether or not to fundamentally amend the Constitution, and we plan to assign this task to the 16th National Assembly,” the General Secretary emphasized.

At the conference, General Secretary To Lam also took the time to answer and share information on issues of particular concern to many voters, including cybersecurity, online fraud, and the use of AI to impersonate voices and images for the purpose of defrauding and tarnishing the reputation of organizations and individuals.

According to the General Secretary, Vietnam has signed and participated in international conventions on cybersecurity, clearly demonstrating Vietnam's national responsibility to the international community. Cybercrime is a type of non-traditional security crime that requires the cooperation of the whole world. Even large, powerful countries cannot solve it alone; international cooperation is necessary. This is because the crime may occur in one country, but the fraud takes place in another, making the fight against it very complex.

In cyberspace, truth and falsehood are intertwined, and fake news and misinformation still exist, although they have decreased significantly compared to the past. Therefore, in addition to state management, we must enhance the "resistance" of each citizen, raising their awareness, resilience, and discernment when receiving information. To achieve this, the level of education and understanding of the people must be raised, and this requires a process. We must continue to cultivate and build digital citizens.

"Recently, new and more sophisticated forms of misconduct have emerged, and we have had to deal with and warn against many cases, including those involving individuals providing false information and aiding and abetting violations," the General Secretary stated, affirming the determination to combat and prevent these very dangerous acts that harm the prestige of the Party and the State, and cause public anxiety.
