





At the reception, General Secretary To Lam said that the presence of many Vietnamese scholars at home and abroad expressed an important message: Vietnam is not only a research subject, but has become an intellectual partner of Vietnamese scholars. The history of formation, construction, protection and continuous development of the nation for thousands of years has created a special identity, a long-standing culture, taking the people as the root, taking humane ethics as the foundation, taking the spirit of independence and autonomy as the lifeblood. Vietnamese culture is the crystallization of national identity and interaction with humanity; is the spiritual foundation of society, is soft power, is the "development identity" of the nation. That vitality has helped the nation overcome war, regenerate after destruction and enter a new period of development with an increasingly confident posture.

The General Secretary emphasized two historical milestones of the nation: First was the birth of the Communist Party of Vietnam in 1930, leading the Vietnamese people to gain independence, unify the country, and open the path to socialist-oriented development; followed by Doi Moi - a strategic decision, creating a leap forward in development, bringing Vietnam to become a dynamic economy, deeply integrated, and actively participating in regional and global value chains.
Appreciating the theme of the Workshop: "Vietnam: Sustainable Development in the New Era", the General Secretary emphasized that Vietnam's development policy is based on three closely linked pillars: First, developing institutions, policies, and national governance in the direction of strategic autonomy, modernity, transparency, integrity, effectiveness, and efficiency; building a socialist rule-of-law State of the people, by the people, for the people, a developmental state. Second, comprehensively developing Vietnamese people; Vietnam's most valuable resource is 106 million hardworking, creative, patriotic, community-minded, eager to learn, and able to rise up in difficult circumstances. Third, developing a green economy, a circular economy, a knowledge-based economy, a digital economy, associated with science - technology, innovation, and digital transformation. In particular, sustainable development is not only an economic and environmental issue but also a cultural, social, human, and ethical issue.

The General Secretary highly appreciated scientists and scholars who delved into structural topics of strategic significance for the country's future; affirmed that in the process of formulating guidelines, policies and strategies for national development, the Party and State always listen to independent, serious and good-willed scientific criticism.
The General Secretary emphasized the very clear, specific, and consistent aspiration to build Vietnam into a developed, high-income, socialist-oriented country by the middle of the 21st century, affirming that this is a commitment to the Vietnamese people today and to future generations, as well as a commitment to international friends: Vietnam wants to grow strong through knowledge, creativity, equal cooperation, and mutual respect; Vietnam wants to contribute to the common progress of humanity, together create achievements through creative work, and together enjoy those achievements.

The General Secretary affirmed that the country has entered a new stage of development with a new mindset, but with values that never change. First, national independence, national sovereignty, and territorial integrity are sacred and inviolable. Second, the happiness of the people, all decisions are aimed at improving the real lives of the people. Third, Vietnam's strength is first and foremost the strength of great national unity. In the new stage of development, great unity must be further expanded, including intellectuals at home and abroad, the business community, artists, youth, women, compatriots of ethnic groups, religions, overseas Vietnamese, and international friends who are attached to Vietnam with goodwill and mutual respect.

The General Secretary thanked the community of Vietnamese scholars for their dedication to Vietnam over the years, expressing his hope that experts and scholars would continue to accompany him, not only with affection but also with scientific knowledge, policy analysis based on scientific evidence, and specific, practical, and implementable recommendations. At the same time, the General Secretary hoped and ordered that research on Vietnam would increasingly be linked to the urgent issues being raised.

The General Secretary agreed to organize more frequent International Conferences on Vietnamese Studies in Vietnam and abroad, and to establish a Vietnam Fund this year; and requested international researchers, postgraduates, and scientists to come to Vietnam more often, stay in Vietnam longer, work with Vietnamese colleagues more equally, and listen to voices from the grassroots, from the locality, from the community, and not just look at Vietnam through aggregated data.

With great aspirations, but also with a humble, open-minded and listening attitude, the General Secretary affirmed that Vietnam always attaches importance to dialogue, cooperation, respects international law, and promotes effective and fair multilateralism to build an independent, self-reliant, innovative, fast-developing and sustainable Vietnam in the new era.

Speaking at the Meeting, prominent scientists representing nearly 1,300 delegates attending the Workshop expressed their gratitude and appreciation for the personal attention of General Secretary To Lam and the leaders of the Party and State of Vietnam to the global network of scientists and research experts on Vietnam in general and this Workshop in particular. The scholars expressed their impression of Vietnam's dynamic development, as well as the vision and wise leadership of the Party, agreeing with the policies and decisions that the Party and State are resolutely implementing, receiving high consensus from the people. In the atmosphere of open exchange, many enthusiastic opinions recommended specific measures to promptly realize the correct resolutions of the Party that have just been issued, and at the same time expressed their belief that with the determination and close direction of the Party and State leaders, the solidarity and unanimity of the majority of people, Vietnam will soon achieve the set comprehensive development goals.
