From the Hanoi Convention to new heights in Vietnam-South Africa cooperation

On October 26, 2025, in Hanoi, Politburo member and Minister of Public Security, General Luong Tam Quang received Ms. Mmamiloko T. Kubayi, Minister of Justice and Constitutional Affairs of the Republic of South Africa. The reception was part of the series of activities of the Opening Ceremony of the United Nations (UN) Convention against Cybercrime (Hanoi Convention), taking place on October 25-26 in Hanoi.

Minister Luong Tam Quang welcomed Minister Mmamiloko T. Kubayi and the high-level delegation from the Ministry of Justice and Constitution of the Republic of South Africa to Vietnam to attend the opening ceremony of the Hanoi Convention and to accompany the President of the Republic of South Africa on his visit and working trip to Vietnam.

The Minister expressed his pleasure at the strong development of Vietnam-South Africa cooperation over the past three decades since the two countries established diplomatic relations (1993), especially in the fields of politics , economics, social affairs, security and defense, education, and law. Vietnam always cherishes the friendship and valuable support of South Africa in the process of national integration and development.

In the field of law enforcement, Vietnam and South Africa have maintained many effective cooperation channels through the International Criminal Police Organization (INTERPOL) and other international forums, coordinating the handling of numerous cases related to environmental crimes and the illegal trade and trafficking of rare wildlife. Both sides are actively exchanging views to soon sign cooperation documents such as an Extradition Agreement, an Agreement on the Transfer of Convicted Persons, an Agreement on Cooperation in Crime Prevention and Control, and a Memorandum of Understanding on the Prevention and Control of Illegal Wildlife Trade and Trafficking.

Minister Luong Tam Quang emphasized that, in the context of a world undergoing profound changes due to the impact of digital technology and the increase in non-traditional security threats, the Hanoi Convention, adopted by more than 150 countries, is a historic step forward, affirming the vitality of multilateralism and the central role of the United Nations. The Convention is not only an important legal tool to enhance the capacity to prevent and combat cybercrime, but also opens up opportunities for technical cooperation, capacity building, and technology transfer between countries.

During the meeting, both sides agreed to expedite the completion and signing of the agreed-upon cooperation agreements, creating a legal framework for judicial cooperation and law enforcement between the two countries. They also agreed to strengthen the sharing of information and experience in investigating, apprehending, and extraditing criminals, especially those involved in transnational crimes, cybercrime, terrorism, drug trafficking, and human trafficking.

Both sides also agreed to expand training activities and personnel exchanges between law enforcement agencies to enhance their capacity to respond to high-tech crimes; and to coordinate consultations and support each other in international forums, especially in the effective implementation and enforcement of the Hanoi Convention, contributing to strengthening the role and voice of developing countries in the field of global cybersecurity.

Expressing sincere gratitude to Minister Luong Tam Quang for taking the time to meet, Minister Mmamiloko T. Kubayi affirmed that the meeting between the two Ministers and the opening ceremony of the Hanoi Convention were important steps opening a new chapter in cooperation between the Ministry of Public Security of Vietnam and the Ministry of Justice and Constitution of South Africa, not only in the field of combating cybercrime but also in many other aspects for the peace, stability and prosperity of the two nations, of Asia and Africa.
