The preliminary report of the first 6 months of 2025 presented by Senior Lieutenant Colonel Pham Thi Hanh, Political Commissar of Military Hospital 87, Head of the Emulation Block at the conference stated: The emulation and reward work and the Emulation Movement for Victory in the first 6 months of 2025 have been paid attention to by the Party Committees, Political Commissars, commanders, and political agencies of the units in the block, with comprehensive leadership, direction, and implementation, closely following political tasks, thereby encouraging and motivating cadres, soldiers, employees, and workers to uphold their sense of responsibility and determination to receive, complete, and excellently complete assigned tasks.

Speaking at the conference, Major General Nguyen Dinh Chieu praised the results that hospitals and schools in the emulation bloc have achieved in the past time. In order to effectively carry out emulation and reward work and the Emulation Movement for Victory in the last 6 months of 2025, Major General Nguyen Dinh Chieu requested the Party Committees and commanders of hospitals and schools to continue to lead, direct, and effectively organize the Emulation Movement for Victory, closely following the key political tasks; implement goals and projects on education and training, build comprehensively strong schools that are "exemplary and typical"; improve the quality of management, care and protection of soldiers' and people's health; research and build model points in emulation activities and replicate them in units, in blocs and the entire General Department.

In addition, resolutely implement solutions on building regulations, law compliance, discipline, associated with ideological management; promote administrative reform, improve the quality of work settlement, reduce time for handling administrative procedures; promote the "Digital Popular Education" movement in performing tasks.
