Developing school scale, improving teaching and learning quality
Reporting on the results of the 2023-2024 school year for secondary education , Director of the Department of Secondary Education Nguyen Xuan Thanh said: In the 2023-2024 school year, secondary education will implement the 2018 General Education Program for grades 6, 7, 8, 10, and 11 and the 2006 General Education Program for grades 9 and 12; continue to prepare conditions to implement the 2018 General Education Program for grades 9 and 12 from the 2024-2025 school year.

This is also the school year to continue implementing the National Assembly Standing Committee's Supervision Program to implement Resolution 88 on general education programs and textbooks; and to conduct a mid-term assessment of the implementation of the 2018 General Education Program of the Ministry of Education and Training.
The 2023-2024 school year will see an increase in the number of students at both levels. The number of junior high school students is 6,550,552, an increase of 472,852 students compared to the previous school year. The number of high school students is 2,993,731, an increase of 106,166 students compared to the 2022-2023 school year.
Regarding universal education, 63/63 provinces have met the standards for universal secondary education level 1; level 2 accounts for 23.8% and level 3 accounts for 12.69%. 100% of districts and communes have met universal secondary education level.
Regarding career education and student orientation, most educational institutions have proactively developed plans and student orientation in general education in an open direction, implementing innovation in goals, content, and forms of career education in the current general education program in accordance with the 2018 General Education Program.
In the 2023-2024 school year, the total number of teachers, managers and staff at secondary and high schools increased by 2,641 and 1,803 teachers, respectively, compared to the 2022-2023 school year. Localities have organized training for teachers and managers of core and mass general education institutions. One of the new points in the training and professional development of teachers in this educational reform is to enhance teachers' self-training and self-improvement capacity.
The implementation of “one program, many textbooks” has been effectively implemented, promoting outstanding advantages to help fundamentally change the teaching and learning process from knowledge transfer to teaching and learning to develop students’ qualities and abilities. Difficulties and obstacles in assigning teachers and organizing teaching of new subjects have been basically resolved.
The innovation of educational methods is carried out in all educational institutions. Students promote initiative and creativity, teachers play the role of organizers, inspectors, and orienters. Teaching and learning methods are diverse, gradually applying advanced technology. The quality of key education has achieved good results; national teams participating in regional and international Olympic competitions in 2024 have achieved high results.
The method of testing and assessing quality has gradually shifted from testing knowledge to assessing the capacity and qualities of learners; measuring students' progress in the learning process and the level of meeting the requirements of subjects and educational activities, ensuring reliability, fairness and objectivity.
The results of the program show that students are bold, confident, dare to express their opinions and have many outstanding skills, especially proactively accepting teachers' tasks, improving their ability to work in groups and helping students apply the knowledge they have learned to practice more.
Awareness of continuing education and lifelong learning has changed positively.
Reporting on the results of the implementation of the 2023-2024 school year tasks for continuing education, Director of the Department of Continuing Education Hoang Duc Minh said: The scale and network of continuing education facilities in localities were basically maintained stable in the past school year. The network of continuing education facilities has contributed to promoting community learning and building a learning society from the grassroots. In the 2023-2024 school year, the total number of continuing education facilities is 19,055 centers, an increase of 498 centers compared to the 2022-2023 school year.

State management of continuing education this school year is innovated according to The direction of promoting decentralization, enhancing autonomy and governance for the grassroots, along with that is Strengthening accountability of facility leaders; inspection, supervision and monitoring work specific and in-depth observation of each specific field; quality and effectiveness of the Continuing education programs are emphasized.
Training, fostering and improving the quality of management staff, teachers and collaborators in continuing education institutions are of interest. regularly; the network of continuing education facilities is maintained stably; awareness of continuing education has changed positively from local management levels and people's awareness of lifelong learning is constantly improved.
Every year, the Departments of Education and Training have issued documents directing, inspecting and supervising the entire system of continuing education centers, vocational education centers - continuing education centers to operate in an orderly manner. They have instructed the Departments of Education and Training to direct community learning centers to evaluate and classify according to the instructions of the Ministry of Education and Training.
The activities of community learning centers have initially contributed to raising people's awareness in complying with the State's policies and laws; contributing to the implementation of the local socio -economic development plan: reducing poverty, increasing average income, and stabilizing security and order.
The fact that localities have done a good job in universalizing primary and secondary education, along with the socio-economic development of the locality, has led to a decrease in the number of students studying the continuing education program at the secondary level in the 2023-2024 school year compared to the previous school year. Many localities have actively directed the Steering Committees for Universal Education and Literacy Eradication in communes to step up propaganda, mobilization, and encouragement for people who cannot read, know, and do not meet literacy standards to participate in literacy classes.
The Departments of Education and Training have focused on directing and guiding the implementation of the new Secondary and High School Continuing Education Programs. Some centers have also proactively advised on building facilities, purchasing equipment, and preparing teacher resources to be ready for the implementation of the new Secondary School Continuing Education Program. Many centers have closely followed the direction of innovation in the Secondary School Continuing Education Program to proactively recruit teachers who are lacking or send teachers for training, retraining, and additional training to be ready to implement the Secondary and High School Continuing Education Program with quality and effectiveness.

At the conference, representatives of the Departments of Education and Training discussed and made recommendations related to teacher shortages and teacher recruitment; curriculum at all levels; school network scale, facilities; education policies for teachers; student policies, especially education in remote, isolated and particularly disadvantaged areas.

Assessing the implementation of the 2018 General Education Program in the locality, Director of the Department of Education and Training of Thua Thien Hue province Nguyen Tan commented: The Ministry of Education and Training has been closely working with the grassroots and locality in the process of implementing the program. However, in addition to the achieved results, there are still many shortcomings and difficulties in the implementation process. Therefore, the Director of the Department of Education and Training of Quang Tri province proposed that the Ministry of Education and Training should organize a conference to summarize the implementation of the 2018 General Education Program, creating conditions for sharing experiences, solutions as well as removing difficulties for localities and discussing orientations and plans in the coming period.
Concluding the conference, Deputy Minister Pham Ngoc Thuong stated: The results achieved in the past school year for secondary education and continuing education are the common results, demonstrating the great efforts of the units under the Ministry of Education and Training and the education sector of 63 provinces and cities. With different socio-economic conditions and circumstances, localities have made efforts, overcome difficulties and surpassed themselves to achieve good results, completing the set goals for the school year.

In addition to the achievements, the Deputy Minister also pointed out some limitations in the implementation of the school year's tasks, including inspection and examination work. "If we do not have inspections and examinations ourselves, we will give up our own efforts. For units and localities whose apparatus is not in accordance with regulations, there should be documents requesting proper implementation of regulations, even conducting inspections and providing specific and practical instructions," said the Deputy Minister.
From the opinions exchanged by localities, the Deputy Minister requested units under the Ministry of Education and Training to synthesize, absorb and complete the report, and select suitable ones to include in the tasks of the next school year.
The Deputy Minister suggested that the Departments of Education and Training need to seriously self-evaluate and overcome shortcomings and weaknesses. It is necessary to conduct regular self-inspections and assessments and to inspect the core of the problem.
Noting that the Departments of Education and Training continue to focus on improving the quality of teaching and learning, the Deputy Minister emphasized: This is not a new task, but there must always be solutions and flexibility by organizing conferences, seminars, and programs to solve difficult problems so that the quality of education can be improved.
