In the 2025-2026 academic year, Ho Chi Minh City will implement a bilingual STEM program and extensively integrate AI and virtual reality (VR/AR) into English language teaching.

Speaking at the conference on implementing the directions and tasks for the 2025-2026 school year on the morning of August 20th, Ms. Lam Hong Lam Thuy, Head of the Department of General Education, Ho Chi Minh City Department of Education and Training, stated:

"In the 2025-2026 academic year, Ho Chi Minh City will apply information technology and extensively integrate AI and virtual reality (VR/AR) into the teaching and learning of English on online learning platforms, creating a personalized learning environment. The goal is to gradually make English the second language in schools."

This is one of the solutions aimed at implementing Conclusion 91-KL/TW dated August 12, 2024, of the Politburo and Decision 1600/QD-TTg dated December 19, 2024, of the Prime Minister.

Specifically, schools will establish a comprehensive English learning environment, encouraging students to use English as an effective tool for communication and learning.

Specifically, Ho Chi Minh City will focus on training and standardizing English language proficiency for teachers with the participation of domestic and international experts; and develop preferential policies and support to attract talented teachers and native English speakers to work in schools, especially in disadvantaged areas.

In terms of infrastructure, Ho Chi Minh City will invest in building and upgrading functional classrooms, equipping them with audiovisual equipment, computers, and internet connectivity for schools, prioritizing newly merged areas and disadvantaged regions;

Encourage and facilitate the socialization of education, mobilizing resources from businesses, organizations, and individuals to invest in facilities and learning materials. In particular, the city's education and training sector will focus on developing a digital learning materials bank and interactive learning applications so that students can self-study and practice anytime, anywhere. A bank of sample materials and activities will be built for teachers of other subjects to easily integrate English into their lessons.

Implementing a bilingual English-Vietnamese STEM program.

The Ho Chi Minh City Department of Education and Training has just evaluated and approved the bilingual English-Vietnamese STEM program for implementation in primary, secondary, and high schools in the 2025-2026 school year.

The program consists of 36 modules spanning grades 1 to 12. Each module is structured in a three-stage cycle: research (students approach the problem scientifically), construction (practice, design solutions to solve the problem), and presentation (present and explain the results convincingly).

Specifically, all learning materials are compiled in English and Vietnamese, helping students develop both STEM thinking and language skills simultaneously. In each module, students are regularly assessed based on a systematic STEM competency framework, comprehensively evaluating STEM skills, innovative thinking indicators, and core learner qualities.

During the teaching and learning process, teachers will guide students to prioritize the use of readily available, low-cost materials that are suitable for the local context.

Prior to this, teachers will receive professional training on teaching methods and technical skills for bilingual English-Vietnamese instruction. Students will learn STEM while developing their English skills in a way that is oriented towards mathematics, science, and technology .

This is also one of the solutions aimed at gradually making English the second language in schools, in line with the objectives of Conclusion No. 91.
