The Ho Chi Minh City Department of Construction has recently issued a document to relevant units regarding the rectification of the operation of open-top buses used to transport tourists in the city center.

Ho Chi Minh City will tighten regulations on open-top double-decker buses.
Previously, on March 28, 2025, the Ho Chi Minh City People's Committee issued Official Letter No. 2039/UBND-ĐT regarding the pilot plan for passenger transportation by automobile according to Decree 158/2024/NĐ-CP.
Based on that, the city implemented bus routes using open-top buses and routes connecting to the airport. The pilot period has ended, and operations will continue as open-top buses until December 31, 2025.
Through monitoring, the Department of Construction has observed that many open-top double-decker buses disregard traffic signs, enter prohibited areas, and park illegally, causing disorder in central areas such as:
Dong Khoi Street (area around the City Theater): no stopping or parking.
Le Loi Street (from Nguyen Hue to Dong Khoi): trucks and passenger vehicles with more than 16 seats are prohibited from circulating, and parking is prohibited.
Nguyen Hue Street (from Ton Duc Thang to Le Loi): no stopping or parking; Nguyen Hue - Le Loi intersection: no stopping or parking.
Ben Thanh Market area – Phan Chu Trinh street: stopping and parking are prohibited in the direction of Le Lai – Le Thanh Ton.
Le Duan Street (from Pasteur to Nam Ky Khoi Nghia): no parking.
To improve traffic order and build urban civilization, the Department of Construction proposes:
The Ho Chi Minh City Traffic Police Department continues to coordinate inspections and handle violations on the Dong Khoi, Le Loi, Nguyen Hue, Le Duan, Ben Thanh Market, and Cong Xa Paris routes, while also utilizing surveillance cameras.
The Department of Culture and Tourism is considering advertising on open-top vehicles to ensure the city's aesthetics and image.
The People's Committee of Saigon Ward has directed functional forces to monitor and handle violations of sidewalk usage regulations, ensuring compliance in passenger pick-up and drop-off activities.
The Center for Road Infrastructure Management will review and propose the removal of supplementary signs allowing open-top vehicles to turn left in the city center, and report to the Department of Construction in December 2025.
The Public Transport Management Center will review the criteria for ordering open-top buses, prioritizing vehicles without advertising and strict adherence to traffic laws; widely disseminate this information to transport units, reorganize the ordering process for 2026, and report to the Department of Construction.
