On the afternoon of November 5, Deputy Chief of Office of the Ho Chi Minh City People's Committee Huynh Tu Trong said that the Ho Chi Minh City People's Committee Office had announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh on the progress of compensation and site clearance for key projects and works in the Binh Duong area and Ho Chi Minh City.
Specifically, component project 1 - Site clearance for Ho Chi Minh City Ring Road 4 (section from Thu Bien Bridge - Saigon River); Component project 1 - Site clearance for Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway (section through Binh Duong area); Thu Bien - Dat Cuoc Road Project and Cai Stream dredging and reinforcement project (section from Tho Ut Bridge to Dong Nai River), along with a number of other key infrastructure projects.
The Ho Chi Minh City People's Committee acknowledged and commended the communes of Bau Bang, Bac Tan Uyen, Binh Co and Chanh Phu Hoa for completing the compensation and site clearance work ahead of schedule. The city also highly appreciated the sense of responsibility of units and enterprises such as Phuoc Hoa Rubber Joint Stock Company, Nam Tan Uyen Industrial Park, VSIP and Tan Uyen - Phu Giao Forest Protection Department for their close coordination and support in handing over the site early, contributing to speeding up the construction progress.
The Ho Chi Minh City People's Committee requested localities to step up propaganda and mobilize people to create consensus, closely monitor the situation, and promptly handle acts of intentional obstruction and impact on the project implementation process. The Ho Chi Minh City Police Department was assigned to coordinate and support the authorities of communes and wards in ensuring security and order in areas where site clearance is carried out.
For 32 households in Binh Co ward whose land was recovered but the remaining area has no access or access road, the People's Committee of Ho Chi Minh City assigned the Department of Construction to preside over, coordinate with relevant units to review, guide handling and report the results before November 5, 2025. Regarding the cost of hiring consultants to determine land prices, personnel to appraise prices and support policies for the D war zone, the People's Committee of Ho Chi Minh City requested departments, branches and localities to urgently implement according to previous directives.
The People's Committee of Ho Chi Minh City criticized the slow progress of the Ben Cat area's drawing appraisal, which did not meet the requirements. The Ben Cat Area Land Fund Development Center Branch must seriously review and mobilize maximum resources to speed up the progress.
The Ho Chi Minh City Land Fund Development Center was assigned to mobilize personnel to support Ben Cat and report results this month.
Regarding resettlement arrangements in Phu Giao, the People's Committee of Phuoc Hoa commune is requested to urgently carry out related procedures, report results and difficulties beyond its authority before the deadline.
The City assigned the Ho Chi Minh City Land Fund Development Center to review all compensation, support and resettlement plans of the three localities, advise the City People's Committee to issue unified and synchronous policies, ensure stable lives of people and remove bottlenecks in project implementation. The report must be completed before November 10, 2025.
At the same time, the HCMC Land Fund Development Center coordinated with the Department of Home Affairs and the Office of the HCMC People's Committee to review and propose commendations and rewards for collectives, individuals, businesses and households with achievements in site handover, contributing to promoting the progress of key projects.
The Ho Chi Minh City People's Committee affirmed that site clearance and accelerating public investment progress are key political tasks, requiring units to focus maximum human resources and resources, ensuring completion on schedule, creating an important premise for the development of inter-regional traffic infrastructure of Ho Chi Minh City - Binh Duong - Dong Nai, promoting socio-economic development in the Southeast region.
