HCMC: Proposal for 112 projects and housing areas to be exempted from construction permits

The Department of Construction of Ho Chi Minh City has just sent a document to the People's Committee of Ho Chi Minh City proposing to reduce the procedures for granting Construction Permits (CPPs) for individual houses in areas with detailed planning at a scale of 1/500 (or master plan at a scale of 1/500 and architectural plans) approved or accepted in accordance with regulations.

According to the Ho Chi Minh City Department of Construction, there are 356 low-rise housing projects in Ho Chi Minh City under the detailed planning scale of 1/500 that have been approved or agreed upon by competent state agencies according to regulations (with a total of about 55,000 houses). Of which, 112/356 projects are eligible for exemption from construction permits according to regulations. These projects have architectural planning criteria determined in the Decision approving the detailed planning scale of 1/500 (or the master plan scale of 1/500 and the approved architectural plan of the project), management regulations according to the detailed planning scale of 1/500, approved house models and other relevant legal documents.

The Department of Construction proposed that after July 1, the department will continue to coordinate with the People's Committees of communes and wards (inheriting from the People's Committees of districts, towns, and Thu Duc City) to review and announce projects that have had detailed planning at 1/500 scale (or master plan at 1/500 scale, architectural plan of the project) approved or accepted and have met the conditions for exemption from construction permits. The Department of Construction proposed that the People's Committee of Ho Chi Minh City report to the Prime Minister and the Ministry of Construction , recommending permission for Ho Chi Minh City to pilot "Exemption from construction permits for individual houses with a scale of less than 7 floors in areas with detailed planning at 1/500 scale or urban design approved by competent state agencies in accordance with regulations" (not required to be individual houses in urban area construction investment projects, housing construction investment projects and expanding the subjects exempted from construction permits in areas with urban design approved by competent state agencies).

Also according to the Ho Chi Minh City Department of Construction, the department will deploy a plan to review and organize the establishment of detailed planning at a scale of 1/500 covering urban areas along main national and city-level traffic routes with investment and expansion plans approved by competent authorities: Ring Road 2, Ring Road 3, Ring Road 4, National Highway 1, National Highway 22... to implement exemption of construction permits for individual houses.

122 projects and housing areas are proposed to be exempt from construction permits.
