(Dan Tri) - According to the new proposed policy, women in Ho Chi Minh City who give birth to two children before the age of 35 will receive a support of 3 million VND. Communes that achieve and exceed 60% of couples who give birth to two children within childbearing age will be proposed to receive a certificate of merit.
At the 20th session of the 10th term of the Ho Chi Minh City People's Council, which opened on the morning of December 9, Mr. Duong Ngoc Hai, Vice Chairman of the Ho Chi Minh City People's Committee, reported to the delegates on the city government's proposals. Among them was a proposal regulating reward and support policies for groups and individuals who perform well in population work in the area.
The new policies were introduced in the context of the city's slow population growth and a relatively low total fertility rate (1.32 children/woman).

To support the solution to the low birth rate, Ho Chi Minh City proposed to award a certificate of merit from the Chairman of the District People's Committee along with a cash support of 30 million VND to communes that continuously achieve and exceed the rate of 60% of couples of childbearing age giving birth to 2 children; award a certificate of merit from the Chairman of the City People's Committee along with a cash support of 60 million VND to communes that continuously achieve and exceed the rate of 60% of couples of childbearing age giving birth to 2 children for 5 consecutive years.
For individuals, women who give birth to two children before the age of 35 are given a one-time cash support of 3 million VND. This support level is based on medical expenses during pregnancy and childbirth in Ho Chi Minh City.
In the issue of controlling gender imbalance at birth, the commune achieved 100% of hamlets with content on controlling gender imbalance at birth in the village covenant and convention, and was proposed to receive a certificate of merit from the Chairman of the District People's Committee with support of 1 million VND.

In addition, Ho Chi Minh City plans to support pregnant women and newborns from poor and near-poor households, social protection beneficiaries, and people living in island communes with 2 million VND for prenatal and newborn screening, and other support funds.
In the newly proposed policies, the commune that has 100% of the elderly with health insurance cards, health records and regular health check-ups is proposed to be awarded a certificate of merit by the Chairman of the District People's Committee along with a support of 30 million VND. Hamlet population collaborators who achieve and exceed targets in mobilizing and monitoring health care for the elderly at home and in the community are awarded a certificate of merit by the Chairman of the Commune People's Committee.
If the new policies are approved, it is expected that Ho Chi Minh City's budget will spend more than VND198.5 billion over a period of 5 years.

The total fertility rate of Ho Chi Minh City in 2023 is 1.32 children, very low compared to the replacement fertility rate of 2.1 children. Ho Chi Minh City is ranked in the group of 21 provinces and cities with low fertility rates in the country.
According to the Ho Chi Minh City People's Committee, based on demographic models, low birth rates will have a strong impact on the city's population structure in the future. In the context of continued economic growth, high urbanization rates, and increasingly deep and wide international integration, a prolonged low birth rate will leave many consequences such as rapid population aging, labor shortages, and impacts on social security...
As of December 2023, the number of elderly people residing permanently and temporarily in Ho Chi Minh City is more than 1.1 million people (accounting for more than 11%). This shows that the locality is entering the population aging stage.
