
Accordingly, the Department of Construction - the standing agency of the Ho Chi Minh City Traffic Safety Committee, is assigned to preside over and coordinate with the Department of Home Affairs, Ho Chi Minh City Police and related units to urgently advise on the restructuring of the Ho Chi Minh City Traffic Safety Committee. The restructuring must ensure compliance with the two-level local government organization model, operating smoothly, effectively and uniformly. This plan must be submitted to the Ho Chi Minh City People's Committee before August 15.
Along with that, the People's Committees of wards, communes and special zones (collectively referred to as the Commune People's Committees) are assigned to urgently establish the Commune Traffic Safety Committee. The Chairman of the Commune People's Committee decides on the composition of the committee members, the standing body and issues the operating regulations for the Committee, ensuring that it is suitable to the actual situation of each locality, aiming to improve the effectiveness of ensuring traffic order and safety. The establishment of the Commune Traffic Safety Committees must be completed before August 20.
In addition, the Department of Construction will coordinate with the Department of Home Affairs to issue specific guidance documents on the functions, tasks, powers, composition and organizational structure of the Commune Traffic Safety Committee, ensuring consistency and avoiding interruption in the management of traffic order and safety. The deadline for completing the guidance is before August 15.
The Department of Construction is also assigned to coordinate and support the People's Committees at the commune level in the entire process of establishing the Commune Traffic Safety Committees, to ensure that these Committees soon come into effective operation, contributing to improving the quality of traffic safety work throughout the city.
