The conference took place over two days (December 15 and 16) as part of the "Strengthening Legal Aid for the Poor and Vulnerable Groups" project for the period 2022-2026, funded by the World Bank (WB) from the Japan Social Development Fund.

The conference was attended by representatives from relevant agencies and nearly 100 key grassroots officials from across the city. These officials are directly involved in disseminating information, mediating disputes, and promoting legal awareness within the community.

The program focuses on equipping students with fundamental knowledge about gender equality; gender discrimination and sex; prohibited behaviors; and the implementation of gender equality in the political , economic, labor, and health sectors.

In particular, the conference devoted considerable time to discussing practical situations related to the Law on Marriage and Family commonly encountered at the grassroots level, such as: regulations on marriage, divorce, the right to request divorce settlement; obligations to care for, nurture, and educate children after divorce; and principles for resolving the division of common and separate property of spouses.

Regarding the content of legal aid, the presenters provided specific guidance to grassroots officials to ensure they understood: the categories of people eligible for legal aid (the poor, war veterans, children, etc.); the procedures, formalities, and required documents for requesting assistance.

Citizens and officials are also guided on how to submit applications for legal aid via postal service or online through the National Public Service Portal, ensuring transparent and convenient access to justice.
