On November 4, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi, on behalf of the President of the Socialist Republic of Vietnam, presided over the ceremony to award the Friendship Medal - the highest award of the Vietnamese State for foreigners, to Mr. Anatoli Dmitrievich Artamonov - Chairman of the Budget and Financial Market Committee of the Federation Council of Russia (Senate), former Governor of Kaluga province.
According to VNA correspondent in the Russian Federation, the ceremony was attended by First Deputy Chairman of the Foreign Affairs Committee of the Russian Federation Council Andreu Denisov, representatives of the Russian Ministry of Foreign Affairs , Governor of Kaluga province Vladislav Shapsha, members of the Budget and Financial Market Committee, representatives of large Vietnamese enterprises, and many Vietnamese friends.
Speaking at the ceremony, Ambassador Dang Minh Khoi emphasized that the President of Vietnam's decision to award the Friendship Medal to Mr. Anatoli Artamonov shows respect, recognition and appreciation for his contributions to developing cooperative relations between Kaluga province and Vietnam, thereby contributing to strengthening and deepening the comprehensive strategic partnership between Vietnam and the Russian Federation.

As Governor of Kaluga province and in his current position, Mr. Artamonov has always paid attention to, actively supported and promoted the implementation of the investment project of TH Group - one of Vietnam's key projects in Russia - right from the very first days.
The project received attention from senior leaders of the two countries, especially President Vladimir Putin, late General Secretary Nguyen Phu Trong, General Secretary To Lam, along with the support of ministries and branches of the two countries, Kaluga province and the Vietnamese Embassy in Russia, becoming a vivid proof of effective, substantive and mutually beneficial cooperation between the two countries in the new period.
For his part, Chairman of the Russian Federation Council's Committee on Budget and Financial Markets Anatoli Artamonov thanked the Vietnamese leaders for recognizing his contributions to promoting cooperation between the two countries.
He emphasized that in the current complex geopolitical conditions, the comprehensive strategic partnership between Russia and Vietnam is affirmed through active contacts at all levels, in which the Federation Council also pays great attention to cooperation with the Vietnamese National Assembly, exchanging experiences, and coordinating actions at international forums.

Mr. Anatoli Artamonov shared with VNA reporters in the Russian Federation his impressions of the development practices in Vietnam today. From a country that received much help from the Soviet Union during the war, after winning and unifying the country with many difficulties and hardships, the Communist Party of Vietnam has set out very correct economic development strategies and achieved results that are highly appreciated by the world.
It is Russia's turn to be interested in learning those experiences so that it can apply them to its own country's reality.
Mr. Artamonov said that Vietnam is increasingly consolidating its position in high-tech manufacturing, becoming not only a gateway, but also a fulcrum in the Russian Federation's strategy of expanding cooperation to Asia.
Vietnam's noble award to an active activist and great friend of the country is even more meaningful in the year the two countries celebrate 75 years of diplomatic relations, further enhancing the sincere and friendly feelings between the two peoples and two brotherly countries./.
