Young Vietnamese intellectuals around the world contribute to the country's scientific and technological development

Within the framework of the 6th Global Young Vietnamese Intellectuals Forum 2025 in Hanoi, on the morning of July 19, Deputy Minister of Foreign Affairs Le Thi Thu Hang had a meeting with more than 70 delegates who are young Vietnamese intellectuals from 20 countries and territories around the world.

Also attending were comrade Nguyen Tuong Lam, Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union, President of the Central Committee of the Vietnam Youth Union and comrade Nguyen Trung Kien, Chairman of the State Committee for Overseas Vietnamese, Ministry of Foreign Affairs .

At the reception, Deputy Minister Le Thi Thu Hang, on behalf of the leaders of the Ministry of Foreign Affairs, welcomed the young overseas Vietnamese delegates to the forum, and highly appreciated the initiative and efforts of the Central Youth Union in maintaining the regular organization of this activity with very practical content and discussion topics, closely following the urgent issues of the country.

This year's forum takes place in the context of our country entering a new stage of development, with the aspiration to become a developed, high-income country by 2045. Science and technology, innovation and digital transformation are becoming the central driving force of development. This is both a challenge and a great opportunity to unleash all potentials, mobilize all resources, including those of overseas Vietnamese, to realize the country's development goals.

Deputy Minister Le Thi Thu Hang affirmed that the Party, State, and Ministry of Foreign Affairs always attach great importance to and pay deep attention to the Vietnamese community abroad, including experts, young intellectuals, etc. Recently, the Politburo issued the "four pillars" (Resolutions 57, 59, 66, 68), in which Resolution 57 on science and technology development, innovation, and national digital transformation has put forward breakthrough policies to attract and employ experts and scientists at home and abroad, including overseas Vietnamese returning to work and live in the country.

The National Assembly has just issued a series of new laws such as the amended Nationality Law, which loosens regulations on acquiring/returning Vietnamese nationality while retaining foreign nationality; the Law on Science, Technology and Innovation, which grants more autonomy to individuals and scientific research organizations.

General Secretary To Lam recently asked ministries and sectors to propose special preferential policies to attract at least 100 leading experts to return to work in the country. These policies and guidelines increasingly create favorable conditions for overseas Vietnamese experts and intellectuals to contribute to the country's development.

Deputy Minister Le Thi Thu Hang said that in the coming time, the Ministry of Foreign Affairs will coordinate with relevant ministries and branches to continue creating a framework, guidelines, and favorable legal policies so that overseas Vietnamese experts and intellectuals can feel secure in staying and contributing to the country; build an equal, open, and attractive working environment for overseas Vietnamese, with adequate and modern facilities, appropriate remuneration, and no distinction between the public and private sectors to maximize the research and creativity of overseas Vietnamese; and place specific orders for overseas Vietnamese in strategic technology groups (for overseas Vietnamese returning to work in the country, as well as working remotely).

The Deputy Minister expressed his hope that young Vietnamese intellectuals abroad would continue to contribute resources and intelligence to the country's development through many forms: Contributing remotely through teaching, exchanging experiences, sharing technological secrets, connecting with foreign corporations and research institutions, supporting human resource training... or directly returning to the country to research, work, start businesses, and participate in important projects of the country.

At the meeting, Vietnamese intellectual delegates abroad exchanged and discussed enthusiastically, contributing many enthusiastic, practical and responsible opinions on mechanisms and policies related to the specific implementation of Resolution 57; key priorities in science and technology; methods of attracting talents; continuing to improve legal policies; working regimes in the country...

The Global Forum of Young Vietnamese Intellectuals is an annual activity organized by the Central Committee of the Ho Chi Minh Communist Youth Union to create a space for young Vietnamese intellectuals at home and abroad to propose initiatives, solutions, and policy recommendations to support the implementation of national development goals.

This year's forum has the theme "Young Vietnamese intellectuals around the world contribute to the country entering a new era" with the participation of more than 200 delegates who are outstanding young Vietnamese scientists and experts, including 72 delegates studying, researching and working from 20 countries and territories around the world.
