Implementing education and health management when implementing two-level local government

On the afternoon of May 26, Mr. Dinh Van Thieu - Vice Chairman of Khanh Hoa Provincial People's Committee met with leaders of the Department of Education and Training and the Department of Health to listen to reports on the implementation of education and training and health management after implementing the organization of a two-level local government.

At the meeting, the Department of Education and Training proposed that while waiting for instructions from competent authorities to regulate the responsibility for state management of education when organizing two-level local governments, the province should keep public secondary schools, primary schools, and kindergartens and transfer them to commune-level local governments for management; the Department of Culture and Social Affairs should advise and assist the People's Committees at the commune level in performing the function of state management of preschool, primary and secondary education...

The Department of Health proposes that commune, ward and town health stations transfer their existing facilities to the People's Committees of new communes and wards (after the merger) for management, ensuring that each commune and ward has at least one health station. At the same time, it proposes to assign health centers of districts, towns and cities to continue managing, supplying and dispensing drugs to commune and ward health stations in the province according to the results of the Department of Health's centralized bidding in 2023 - 2025 until the results of the new bidding are available...

Concluding the meeting, Mr. Dinh Van Thieu basically agreed with the proposal of the Departmentof Education and Training, and at the same time requested the department to closely follow the instructions of the superiors to adjust the contents in accordance with reality. For preschool, primary and secondary school enrollment, it will be implemented according to the locality as in the 2024-2025 school year and completed before June 30. Districts, towns and cities will review the team of education management staff to implement appointment procedures if necessary; the Department of Education and Training will coordinate with the Department of Home Affairs to draft a coordination regulation in implementing the work of cadres and civil servants in preschool, primary and secondary education. Mr. Dinh Van Thieu also paid attention to students of Hermann Gmeiner Nha Trang High School, Boarding Secondary School for Ethnic Minorities 2 in Khanh Son and Khanh Vinh districts; students following cadres and civil servants from Ninh Thuan province to Khanh Hoa...

Regarding the Department of Health, Vice Chairman of the Provincial People's Committee Dinh Van Thieu requested the department to coordinate with the Provincial Social Insurance to plan the purchase of medicine, medical supplies... in the spirit of not lacking medicine to treat people; districts, towns and cities should soon transfer the list of beneficiaries of social allowances to the new communes and wards (after the merger) to promptly resolve the regime...
