The Standing Committee of the Provincial Party Committee requests that Party committees, Party organizations, agencies, and units continue to strictly implement Conclusion No. 177-KL/TW, dated July 11, 2025, of the Politburo and the Secretariat; and Plan No. 02-KH/BCĐTW, dated June 19, 2025, of the Central Steering Committee on the development of science, technology, innovation, and digital transformation. Plan No. 04-KH/TU dated July 16, 2025, of the Standing Committee of the Provincial Party Committee on implementing Decision No. 204-QĐ/TW dated November 29, 2024, of the Central Party Secretariat, and Plan No. 02-KH/TU dated July 15, 2025, of the Standing Committee of the Provincial Party Committee on continuing to improve the organizational structure of the political system and preparing for Party congresses at all levels leading to the 14th National Congress of the Party, especially tasks ensuring the operation of the two-level administrative unit organizational structure, resolving administrative procedures, and providing online public services for citizens and businesses.
Agencies, units, and localities should strengthen information and propaganda work, focusing on streamlining the organizational structure, operating the two-tiered local administrative model, and organizing Party congresses at all levels leading up to the 14th National Congress of the Party. They should intensify efforts to gather information and public opinion, evaluate the effectiveness of the two-tiered local administrative model; proactively and regularly forecast ideological trends to detect and address emerging issues early and proactively. They should closely monitor the situation to identify difficulties and obstacles in the operation of the new apparatus, proactively address them, or report them to competent authorities for resolution in accordance with the directives of the Politburo and the Secretariat, and according to regulations.
Members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee attend the party congresses of the immediate superior party organizations in their assigned areas to guide and encourage party organizations and party members, especially at the grassroots level.
The Standing Committee of the Party Committee of the commune/ward, and the Party Committees directly under the Provincial Party Committee, are tasked with completing all preparatory work and focusing on directing the successful organization of the commune-level Party congresses according to schedule, paying particular attention to the development and completion of congress documents to ensure quality and requirements. They are also responsible for reporting on the situation and results of the commune/ward Party congresses; conducting a summary and drawing lessons from the organization of grassroots-level Party congresses and pilot congresses at the higher level to strengthen guidance for better organization of higher-level Party congresses. They must focus on implementing the tasks assigned in Plan No. 02-KH/TU dated July 15, 2025, of the Provincial Party Committee Standing Committee, ensuring that the requirements and deadlines are met.
The Provincial Party Committee's Organization Department is tasked with advising the Provincial Party Standing Committee on the strict implementation of the arrangement, organization, and consolidation of the Executive Committee and Standing Committee, ensuring the full complement of positions of Secretary, Deputy Secretary, Chairman, and Deputy Chairman of the People's Council; and Chairman and Deputy Chairman of the People's Committee at the commune level, to be completed before July 25, 2025. It is also tasked with advising the Provincial Party Standing Committee on the development and promulgation of complete working regulations for all subordinate Party committees and organizations, ensuring effective leadership and coordination among agencies and units in accordance with the Politburo and Secretariat's regulations and decisions on the functions, tasks, and model working regulations of Party committees at all levels, especially in areas where the Party Group and Party Committee have ceased operations. Furthermore, it is tasked with coordinating with the Provincial People's Committee Party Committee to advise the Provincial Party Standing Committee on the rational allocation of personnel at the commune level, ensuring suitability and meeting the requirements of the grassroots level. Allocate human resources and qualified personnel with expertise in various fields at the commune level.
The Provincial Party Committee of the People's Committee is tasked with continuing to lead the Provincial People's Committee in developing specific and effective plans for the arrangement of office buildings, equipment, official residences, and other necessary working conditions, ensuring that the agencies are adequately served after the reorganization, in accordance with the requirements set forth in Plan No. 02-KH/TU dated July 15, 2025, of the Provincial Party Standing Committee and the directives in Document No. 9068-CV/BTCTW dated July 17, 2025, of the Central Organization Committee.
The Provincial People's Committee leadership will arrange facilities, working equipment, and funding; strengthen investment in infrastructure and human resources to ensure the Public Administrative Service Center operates synchronously, smoothly, and efficiently; complete regulations, work processes, administrative procedures; transmission lines, data, information infrastructure, etc., to ensure the new organizational structure operates effectively and smoothly; review and evaluate to ensure the full implementation of the contents of decentralization and delegation of power to the provincial and commune-level governments; promote the implementation of socio -economic development programs and plans, and care for the people's lives; strengthen direction, guidance, inspection, and supervision from the province to the commune level; and promptly handle difficulties and obstacles that arise.
Immediately after the Central Committee issues specific policies and decisions, the Provincial Party Committee of the Vietnam Fatherland Front is responsible for advising the Provincial Party Standing Committee on the organizational structure of all political and social organizations and mass associations assigned tasks by the Party and State at the provincial level. This is to establish corresponding and appropriate Party organizations for each political and social organization and mass association, ensuring the comprehensive leadership and guidance role of the Party organization over political and social organizations in accordance with Regulations No. 253-QĐ/TW and No. 255-QĐ/TW, dated January 24, 2025, of the Secretariat of the Central Committee. It is also responsible for advising on the arrangement, consolidation, merger, and establishment of mass associations assigned tasks by the Party and State at the provincial and commune levels, in accordance with the regulations and guidelines of the Central Committee.
The Provincial Party Committee's Inspection Commission is tasked with advising the Provincial Party Standing Committee on strengthening the inspection and supervision of the implementation of resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, and documents of the Central Steering Committee and the province regarding the reorganization of the political system's organizational structure and ensuring the smooth and effective operation of local administrative units at both levels.
The Provincial Party Committee Office is tasked with focusing on reviewing, evaluating, and promptly reporting to the Standing Committee and the Provincial Party Committee on units and localities that have not performed well or are behind schedule in implementing digital transformation, in order to urge them to expedite the process; advising the Standing Committee and the Provincial Party Committee on policies and solutions to promote the implementation of digital transformation in the political system; and ensuring progress and requirements are met.
The Standing Committee of the Provincial Party Committee requests that Party committees, Party organizations, and relevant agencies and units focus on seriously implementing the above-mentioned contents and the assigned tasks in Plan No. 02-KH/TU dated July 15, 2025, of the Standing Committee of the Provincial Party Committee, ensuring timeliness and effectiveness.
