The Provincial Party Standing Committee requested Party committees at all levels, Party organizations, agencies and units to continue to promote the strict implementation of Conclusion No. 177-KL/TW, dated July 11, 2025 of the Politburo and Secretariat; Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation; Plan No. 04-KH/TU dated July 16, 2025 of the Provincial Party Standing Committee on implementing Decision No. 204-QD/TW dated November 29, 2024 of the Central Party Secretariat, Plan No. 02-KH/TU dated July 15, 2025 of the Provincial Party Standing Committee on continuing to perfect the organizational apparatus of the political system and prepare for Party Congresses at all levels towards the 14th National Congress of the Party, especially the tasks of ensuring the operation of the organizational apparatus of 2-level administrative units, handling administrative procedures, and providing online public services for people and businesses.
Agencies, units and localities should strengthen information and propaganda work, focusing on the content of streamlining the apparatus, operating the 2-level local administrative unit model and organizing Party Congresses at all levels towards the 14th National Congress of the Party. Strengthen the grasp of information and public opinion, evaluate the effectiveness of the 2-level local administrative unit model; proactively and regularly forecast the ideological situation to detect and handle problems arising early and from afar. Closely follow the reality to detect difficulties and obstacles in the operation of the new apparatus, proactively handle or report to competent authorities for handling according to the direction of the Politburo , the Secretariat and regulations.
Members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee attend the congresses of the directly superior party committees of grassroots party organizations in the assigned areas to direct and motivate party organizations and party members, especially at the grassroots level.
Assign the Standing Committee of the Party Committee of the commune, ward, and Party Committee directly under the Provincial Party Committee to complete the preparation work and focus on directing the successful organization of the Party Congress at the commune level on schedule, paying special attention to developing and perfecting the Congress documents to ensure quality and requirements. Report on the situation and results of the Party Congress of the commune and ward; summarize and draw lessons from the organization of the Party Congress at the grassroots level and the model congresses at the upper level to strengthen the direction of organizing the Party Congress at the upper level. Focus on implementing the assigned tasks in Plan No. 02-KH/TU dated July 15, 2025 of the Standing Committee of the Provincial Party Committee to ensure the requirements and progress set out.
Assign the Provincial Party Committee's Organizing Committee to focus on advising the Provincial Party Committee's Standing Committee to lead and direct the strict implementation of the arrangement, organization, and consolidation of the Executive Committee and Standing Committee, and to fully fill the positions of Secretary, Deputy Secretary, Chairman, Vice Chairman of the People's Council; Chairman, Vice Chairman of the People's Committee at the commune level, to be completed before July 25, 2025. Advise the Provincial Party Committee's Standing Committee to lead and direct the development and promulgation of all working regulations of Party committees and subordinate Party organizations, ensuring the leadership role and good coordination between agencies and units in accordance with the regulations and decisions of the Politburo and the Secretariat on the functions, tasks, and model working regulations of Party committees at all levels, especially at the places where the Party Delegation and Party Executive Committee's activities end. Coordinate with the Provincial People's Committee's Party Committee to advise the Provincial Party Committee's Standing Committee on the reasonable allocation of staff at the commune level, ensuring suitability and meeting the requirements of the tasks of the grassroots level; Arrange human resources, specialized and professional staff according to fields at commune level.
Assign the Provincial Party Committee to continue to focus on leading the Provincial People's Committee to have specific and effective plans for arranging working offices, equipment, public housing, other necessary working conditions, etc. to ensure service for the following agencies arranged according to the requirements set out in Plan No. 02-KH/TU, dated July 15, 2025 of the Provincial Party Standing Committee and in accordance with the direction in Official Dispatch No. 9068-CV/BTCTW, dated July 17, 2025 of the Central Organizing Committee.
The Provincial People's Committee shall arrange facilities, working equipment, and funding; increase investment in facilities and human resources to ensure that the Public Administration Service Center operates synchronously, smoothly, and effectively; Complete regulations, work processes, administrative procedures; transmission lines, data, information infrastructure, etc., to ensure that the new apparatus operates effectively and smoothly; Review, evaluate, and ensure full implementation of the contents of decentralization and delegation of authority to provincial and communal authorities; promote the implementation of socio-economic development programs and plans, and care for people's lives; Strengthen direction, guidance, inspection, and urging from the provincial to communal levels; promptly handle arising difficulties and problems.
Assign the Provincial Party Committee of the Fatherland Front, immediately after the Central Committee has specific policies and decisions, to take the lead in advising the Provincial Party Committee Standing Committee on the arrangement of the apparatus of all socio-political organizations and mass organizations assigned by the Party and the State at the provincial level to have a basis for establishing corresponding and appropriate party organizations of each socio-political organization and mass organization, ensuring the comprehensive leadership and direction of the party organization with socio-political organizations according to Regulation No. 253-QD/TW and Regulation No. 255-QD/TW, dated January 24, 2025 of the Secretariat. Take the lead in advising on the arrangement, consolidation, merger and establishment of mass organizations assigned by the Party and the State at the provincial and communal levels according to the regulations and instructions of the Central Committee.
Assign the Provincial Party Committee's Inspection Commission to advise the Provincial Party Committee's Standing Committee to strengthen the inspection and supervision of the implementation of resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and documents of the Central Steering Committee and the province on reorganizing the apparatus of the political system and ensuring the smooth and effective operation of two-level local administrative units.
Assign the Provincial Party Committee Office to focus on reviewing, evaluating and promptly reporting to the Standing Committee and the Provincial Party Committee Standing Committee on units and localities that have not done well or are behind schedule in implementing digital transformation to urge; advise the Standing Committee and the Standing Committee on policies and solutions to promote the implementation of digital transformation in the political system; ensure progress and requirements.
The Provincial Party Standing Committee requests Party committees at all levels, Party organizations, relevant agencies and units to focus on seriously implementing the above contents and assigned tasks in Plan No. 02-KH/TU dated July 15, 2025 of the Provincial Party Standing Committee to ensure timeliness and effectiveness.
